Fee Schedule ( MDSS Facility Inspections)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen :
WHEREAS the State of Michigan no longer reimburses the Oakland County
Health Division for its cost asssociated with environmental health inspections of
Michigan Department of Social Services ( MDSS ) licensed facilities; and
WHEREAS these licensed facilities are required by MDSS to have
environmental health inspections by local health departments to be licensed to
operated ; and
WHEREAS it is recommended that a new fee be established and added to the
Health Division Fee Schedule.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners does here by approve the following addition to the Health Division
Fee Schedule effective immediately until such time as the State reimburses the
Health Division for these costs :

MDSS Licensed Facility Inspections - 0 - $80. 00/hr.
BE IT FURTHER RESOLVED that said fee will be reviewed by the General
Government Committee six months from the adoption of this resolution.

SUBJECT: DSS Facilities
The Michigan Department of Public Health has for the past several years
reimbursed the Health Division's Environmental Health Services for inspections
of DSS facilities. In this year's budget, monies for reimbursement to local
health departments for DSS inspections were cut by the state legislature.
This means that effective October 1, 1990, no reimbursement for inspections
have been made by the State of Michigan.
DSS reimbursement was based upon two types of inspections. The state
classified one inspection as a partial inspection which takes on the average
about one hour. The other type is classified as a full inspection and takes
on the average about two hours. The reimbursement to the local health
department is based on the hourly direct service cost. The direct service
cost for the current state fiscal year has been calculated at just under $79
per hour.
Since these facilities have already been determined to fall into either the
full or partial inspection categories, the Health Division recommends
establishing a fee for inspecting these facilities. The rate for a DSS
partial inspection should be $80. The rate for a full inspection should be
$160. The Health Division is making this recommendation since DSS rules
require that facilities obtain a suitable inspection from the local health
department prior to the issuance of the license.
In FY 1989/90, we had 356 requests for inspections. Of these requests, 202
were for full inspections and 154 requests were for partial inspections.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #90279 and finds revenue has been
budgeted in the 1990/1991 Biennial Budget in anticipation of service
continuation, no budget amendments are required.
