RE: Radio Communications - Authorization for Selection of Vendor to Design,
Construct and Implement an 800 MHz County-Wide Communication System.
TO: The Oakland County Board of Commissioners
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the present county radio communications system is plagued
with problems including: inadequate coverage, overcrowded channels forcing
the County into three unauthorized usages of existing frequencies, worn and
obsolete equipment, "skip" difficulties and high-risk exposure, and
WHEREAS, additional channels in the frequency ranges presently used
by the County are not available in the Detroit area and are unlikely to become
available in the foreseeable future; nor is there any guarantee that the
Federal Communications Commission (FCC) would assign such frequencies to
Oakland County if they become available, and
WHEREAS, the County, on three separate occasions in the past, has
studied these problems and recommended the complete replacement of the County
system with an 800 MHz trunking system, County Executive/Sheriff's Proposal
dated August 31, 1987; County Executive/Sheriff's Proposal dated January 19,
1988; and Sheriff's Department/Commissioners' Program Evaluation Proposal
dated August 4, 1988, and
WHEREAS the County Executive, in anticipation of this situation,
acquired a license for ten 800 MHz channels from the FCC which license has
been extended twice and is now overdue for action by the County of Oakland,
and
WHEREAS, the County Board of Commissioners, on Miscellaneous
Resolutions 89135, dated May 25, 1989, and 89349, dated December 14, 1989,
created a Radio Communications Oversight Committee and authorized such
committee to hire an independent consultant to conduct a complete needs study,
to recommend the appropriate solution to the radio communications problems, to
prepare a "request for proposal," to solicit proposals from vendors, to
analyze such proposals and recommend a contract award, and
WHEREAS, the consultant, RAM Communication Consultants, Inc., after
analyzing various possible options, has concluded that the 800 MHz trunked
system is the only feasible solution to the County's radio communications
problems.

WHEREAS, the Radio Communications Oversite Committee has reviewed
the consultant's report, obtained input from various user departments and
inspected other counties' communication systems, and concurs in the
consultant's conclusion that the 800 MHz trunking system is the appropriate
solution to the County's short and long-term radio communication needs, and
WHEREAS, two vendor proposals were received, one from Motorola for
an 8-antenna site system and another from Ericsson-General Electric for a
4-antenna site system, and
WHEREAS, after considerable review and analysis of each vendor
proposal, the consultant and the Radio Communications Committee have
determined that the Motorola proposal best meets the County's current and
long-range needs and is the "best buy" on a system component basis, and
further recommends an award of contract to Motorola.
NOW, THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners concurs in the acquisition of the 800 MHz trunking technology
for a county-wide radio communications system serving all county departments
and agencies, and
BE IT FURTHER RESOLVED that the County Executive is authorized to
enter into a contract with Motorola for the construction of an 8-site, 800 MHz
system and for the purchase of all related equipment for a sum not to exceed
$5,846,602.50.
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners authorizes the Radio Communications Committee to employ a
consultant to assist in the preparation of the contract and acceptance test
procedures and to negotiate with the selected vendor.

TO: Members of Public Services, Planning and Building and Finance Committees
RE: Oakland County Radio Communications System
Enclosed for your review are the following documents which are the result of the
culmination of the work of the Radio Communications Oversight Committee, appointed
by MR #89135, dated May 25, 1989.
1. A proposed resolution authorizing the replacement of the County's radio
communication system with an 800 MHz trunking system and awarding a contract
to Motorola for construction, implementation and supplying of all necessary
equipment for such system. The resolution further authorizes the retention of
a consultant to develop the contract and acceptance test procedures and to
assist in the negotiation with the selected vendor.
2. A contract award recommendation letter from our consultant, RAM Communication
Consultants, Inc.
3. A unit or component comparison of the two vendor proposals received.
4. Maps of Oakland County submitted by each vendor showing the proposed coverage
of Oakland County from their system designs.
5. A map showing the proposed antenna sites by each vendor and also showing the
locations of the present leased antenna sites for the computer services in-car
terminal program.
6. A map showing the present EMS leased antenna sites and the present County
radio system antenna and receiver sites.
7. The present County radio inventory by department.
8. The consultant's report on the needs study, corrective options analyzed and
recommended solution. This report also includes maps of our present system
coverage.
The Radio Communications Oversight Committee is the last in a series of efforts to
identify and propose a solution to the County's radio communications problems.
The following is a brief outline of the issues and events;

1. The County's present radio channels are overcrowded and unable to properly
handle present air traffic nor the anticipated growth of such air traffic.
The County has been forced into three unauthorized uses of existing
frequencies in order to make the system function.
2. The coverage of the County in the present system is inadequate. Present
coverage estimates range as low as 72% of the County, whereas 95% is
recommended.
3. The present system has "skip" difficulties in that signals from distant
locations outside of the County, on the same frequencies, interfere with
County communications.
4. The County equipment is worn out and obsolete. Replacement parts cannot be
obtained for some of this equipment.
5. The present locations for the infrastructure equipment expose the system to
water, dirt and pest damages.
6. The present system places the County in a position of severe liability risk
exposure.
History of previous activities;
1. On two previous occasions, August 31, 1987, and January 19, 1988, the
County Executive and the Sheriff's Department, assisted by a committee,
made up of representatives from the various user departments, studied these
problems and possible solutions and recommended the acquisition of an 800
MHz trunked system. The County Executive also acquired a license from the
FCC for ten 800 MHz channels. These proposals were not totally acceptable
to the Board of Commissioners and, on August 4, 1988, the Commissioners'
Program Evaluation Department and the Sheriff's Department issued a
modified recommendation which eliminated the need for a new division, and
management hierarchy and the automatic vehicle locators from the program.
This too was not totally accepted.
2. The Board of Commissioners, on MR 89135, dated May 25, 1989, and MR 89349,
dated December 14, 1989, created a Radio Oversight Committee and authorized
the hiring of an independent consultant to restudy the entire radio
communications program, including a needs analysis, complete review of
various options available and recommendation of the appropriate solution.
Also, the committee and consultant were to solicit proposals from the
various vendors and recommend a contract award.

Radio Oversight Committee recommendations;
1. Acquire and construct an 800 MHz trunked radio system to serve all Oakland
County departments and agencies.
2. Award contract to Motorola for construction of an eight antenna site
system.
3. Employ a consultant to assist in contract and tests procedures development
and to negotiate with a selected vendor.
4. Pursue cost offset revenue options such as: contracting to provide
dispatch services to outside agencies, the rental of antenna space on the
proposed towers, leasing of air time to outside agencies and leasing of
microwave channels. Two potential contracts are curently pending for
provision of dispatch services to the State police and the Oakland
Community Colleges, at an estimated annual revenue of $150,000.
Time restrictions;
1. The original proposal prices were guaranteed until February 1, 1991. These
have been extended to March 31, 1991.
2. The recommended system is expected to require 62 weeks, from the contract
award date to final system acceptance.
3. The license granted by the FCC has expired once, was reinstated and has
been extended once. The extension requires complete construction of the
system by June 1, 1991. An additional extension was requested on November
1, 1991. Approval will depend upon commitment of funds to the project.
It is anticipated that these matters will be discussed at the Planning and
Building and Public Services Committees on Tuesday, November 13, 1991. This
material is also being provided to the Finance Committee on an informational basis
at this time, pending official referral from the liaison committees.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #90281 and finds:
1) The proposed Miscellaneous Resolution to replace equipment and
upgrade the county radio system will cost an additional $752,559
annually.
2) The Radio Communications Fund Budget will be increased by
$752,559 for 1991 with funds coming from the 1991 General Fund
Contingency.
3) Cost to employ a consultant to assist in the preparation of the
contract, acceptance test procedures and negotiation with
selected vendor is estimated at $100,000 with funding of this
contract and $60,000 for construction contingency be authorized
from the 1991 General Fund Contingency.
