Rurestad, Chairperson IN RE: SHERIFF'S OFFICE - USE OF FORFEITED FUNDS FOR EQUIPMENT AND TRAINING To the Oakland County Doard of Commissioners Chairperson, Ladies and Gentlemen: WEEREAS Section 333.7324 of Public Act 368 of 1976 authorizes courts to distribute property and funds forfeited tnromern narcotic seizures to participating agencies to be utilized toward the enhancement of law enforcement efforts related to the Controlled Substances Act; and WHEREAS the courts have distributed $1,429,631.99 (balance as of 3/31/111 as a result of Sheriff's Office forfeiture efforts; and WHEREAS the Sheriff is recuesting that a portion of these funds be used to pay for equipment (see attached schedule); and WHEREAS this equipment will be used by the Sheriff's Office to enhance law enforcement efforts in compliance with state law; and WHEREAS an estimated $638,000 will be necessary at a later date this year for the engine overhaul or Air One and the implementation of the patrol rifle program; and WHEREAS the estimated expenses are $458,006, per attached Schedule. NOW THEREFORE BE IT RESOLVED that the Oakland County- Board of Commissioners - authorizes- the use of $458,006 - from the Sheriff's Office Law Enforcement Enhancement Account (#10100-'1031.1101-222430) to purchase the attached list of equipment. BE IT HURTHER RESOLVED that one (1) additional fully marked patrol Tahoe be added to the County Sleet. Snipers currently have the Armalite 308 weapon system. They have a lot of rounds thru them and they will not hold a group. (Will not hold a zero) They will be sold for approximately $1500. Each. Tripods (9 @ $547ea) $4,900 SRT Center Mass/ Enhanced Mobile Shooting Package. Advanced shooting rest tripod for snipers, they allow the sniper to have a steady platform and various shooting angles regardless of the terrain. Cold Weather gear (35) $17,500 SRT Currently the team members have none issued to them. Cold weather fleeces, jacket, pants, shirt, gloves and boots. Cost - $550.00 per member Gear for 5 add members $45,000 SRT With the transition of the Pontiac Police Department being absorbed by the Sheriff's Office, there is a need to increase the staffing level of the SWAT Team by 5 members. This includes their ballistic vest, weapon system, uniforms and various other gears and other miscellaneous equipment Two Hummers (gas/maint) $10,000 SRT/Patrol Services SRI is in the process of procuring two HMMWV's from the US. Army DRMO program (Defense Reutilization and Marketing Service), there is an additional cost to have the vehicle painted, decals and properly equipped. Estimated cost $5000.00 per vehicle. (Two old U.S. DRMO procured vehicles - 2 Y2 ton cargo trucks, are in the process of being returned to the U.S. Army) Training-Camp Grayling $10,000 SRT We are requesting the funding for the annual SRT training in Camp Grayling for the week of October — estimated cost $ 10,000 Lab Equipment Comparison Microscope Purpose: Used to compare fired bullets and cartridge cases to firearms. Why needed: - Advanced technology = more identifications. - Accommodate demands of casework. - Improved ability to examine and document casework. Humidity Chamber Purpose: Maintains correct humidity level for developing prints on evidence. Why needed: - Provides optimal processing conditions = more prints. - Speeds up processing time. Alternate Light Source Purpose: Provides multiple wavelengths of high intensity light to reveal evidence that otherwise is hidden. Why needed: - Improve ability to find evidence at evidence at crime scenes. - Increases likely hood to identifying evidence. Fat Equipment: With the recent request of gear for the Fugitive Unit we requested Two Canon Digital cameras for use during short and long range surveillance operations. The cameras systems are capable of recording both digital photographs and digital video. Each camera comes complete with a pelican case to protect the short range lens and long range lens; the Canon 7D digital camera body; two media cards; and a UV filter. Also requested were four sets of ITT Night Vision Goggles that are identical to the night vision currently used by the OCSO SRT and is better quality night vision than the one's currently issued to FAT. The ITT Night Vision has a wider field of view and has the latest technology intensifier tube. The kits come with a 3x magnifier and additional accessories. In summary, the above requested equipment will assist the Fugitive Unit with documenting our surveillances digitally during day and night time operations. Conputer Crimes Unit Er%.-Ilent The following hardware and software items are to be used for cell phone forensics. In the last year we have examined over 200 phones. Technology continues to change daily and so does our equipment. The need for all of these items is due to the nature of cell phones. Unfortunately, there is not one device that is capable of examining all phones. With the addition of these devices allows us more tools in our tool box. All of our exams are conducted in a sterile environment and only after either a consent form has been signed or a search warrant has been authorized by a Judge or Magistrate. • UFED Physical Pro - $3900. • Secure View for forensics - $2,715 • Mobil Edit Forensics - $1150 The following is a list of software and hardware needed to maintain the amount of data examined and the different types of media brought into our lab. Like cell phones all the media that is brought to our lab is only analyzed after either a search warrant has been authorized or a consent form signed by the owner. Last year, we conducted a total of 95 forensic exams with the amount of data analyzed being over 19 tera bytes This amount of data is almost as much as the storage needed to digitally store 300 million paperback books. • F.R.E.D. (Forensic Recovery of Evidence Device) workstation- Computer to analyze data - $12,999 • Apple MacBook Pro laptop and Lantern software. Computer and software used to analyze apple equipment (i-pods, i-books, i-phones, etc..) - $3,100 • Windows 7 Ultimate — up-to-date operating systems for the FRED S's - $880 • VMWare workstation — virtual computer software (excellent for court cases) - $760 • CD/DVD Inspector — software for analyze CD's and DVD's $649 • X-ways Forensics- and X-ways Investigator — searches web browsing and rebuilds facebook chats - $1,680.00 Resolution #11093 May 4, 2011 The Chairperson referred the resolution to the Finance Committee. Funds in the amount of $1,436,671.62 (balance as of 5/2/11) are available in the Sheriff's Office Law Enforcement Enhancement Account (#4030101-222430). 2. The Sheriff requests use of these funds to enhance drug law enforcement per MCL 333.7524 per Michigan Public Health Code. 3. The Sheriff is requesting the use of these funds in the amount of $458,006 (per the attached list) to purchase additional tasers, one (1) K-9 vehicle and equipment, firearms comparison microscope, latent print development chamber, alternate light source equipment, forensic computer, deputy supplies, a donation to Crime Stoppers of Michigan, two (2) camera systems, four (4) night enforcer kits, eight (8) SRT-Knight Armaments sniper rifles, nine (9) tripods, thirty-three sets of cold weather gear, gear for five (5) additional members, gas and maintenance for two (2) Hummers, the return of two (2) surplus army vehicles to the Federal Government training in Camp Grayling, and CREST Training. 4. Additional equipment will be necessary at a later date for the engine overhaul on Air One (estimated at $638,000) and the implementation of the Patrol Rifle Program once the transition of Pontiac police has occurred (estimated at $288,000). 5. Commissioner Jackson addressed the Board to give a special thanks to the General Government Committee for passing Miscellaneous Resolution #11081 entitled Board of Commissioners — Declaration of May 25, 2011 as National Missing Child Day in Oakland County; she also wanted to give thanks to Youth Assistance.
