MISCELLANEOUS RESOLUTION 90271

TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners, by Miscellaneous Resolution Numbers 7865,
7971, and 8664, accepted federal grants to defray a portion of the costs of purchasing sirens to be
utilized within the Oakland County Tornado Warning System; and
WHEREAS the County's share of the costs will remain at twenty-five percent, as has been the
policy previously established by the Board of Commissioners by various miscellaneous resolutions,
whereby local units pay seventy-five percent and the County twenty-five percent with the County being
responsible for the maintenance and electrical costs for the siren purchased; and
WHEREAS Oakland University, per the attached purchase agreement, has requested to
participate in the siren system; and
WHEREAS Oakland University has agreed to pay seventy-five percent of the total estimated
cost of one siren; and
WHEREAS, consistent with the attached standard agreement, Oakland University agrees that
Oakland County will retain ownership of the siren and will be responsible for the maintenance and the
electrical costs for said siren purchased under this agreement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorize the
appropriation of $4,250.00, consistent with the attached budget, as Oakland County's match.
BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent upon the
execution of the attached written agreement between the County and Oakland University.
BE IT FURTHER RESOLVED that the County Executive be and is hereby authorized to execute said
agreement.
BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public
Services Committee by the Manager of the Emergency Medical Services and Emergency Management Division
and to the balance of the members of the Board of Commissioners.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of the
foregoing resolution.

PURCHASE AGREEMENT
THIS AGREEMENT, entered into this day of
19 , between the COUNTY OF OAKLAND, a Michigan
Constitutional Corporation, hereinafter called "County," and the
Qak.1-aadilaivezsir—Y , hereinafter call "University;"
WHEREAS the County has established a centrally activated tornado
warning system; and
WHEREAS the University desires to become a part of such system.
NOW THEREFORE BE IT RESOLVED in consideration of the sum of
Twelve Thousand Seven Hundred Fifty Dollars ($12,750.00) to be
paid by the University to the County, the County agrees to install
One (1) siren(s) within the University at locations to be designated
by the University. Said sum to be paid within thirty days (30) after
installation and successful testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that Oakland County will retain
ownership; the maintenance and electrical costs of the siren(s) shall be
borne by the County.
This agreement and costs are subject to change depending upon
selection of siren location by the University, bid costs, and inflationary
trends.
In the event that the University desires relocation of the siren,
all costs associated with such relocation will be the responsibility of the
University.
Local activation capability will be the option and expense of the
University.

Re: Tornado Siren Site Location
Dear Mr. McGee:
Oakland University, in cooperation with Oakland County, is in
the process of having a tornado siren installed on campus. This
siren will be similar to others in operation throughout the
county and will provide needed coverage for the campus and parts
of Auburn Hills.
The County has asked that approval from Auburn Hills for site
location on Oakland University's campus be obtained. Would you
please secure the necessary approval and have this letter signed
where indicated? Then, return the signed letter to me in the
envelope provided.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of the Board, the Finance Committee has reviewed
Miscellaneous Resolution #90271 and finds:
1) Oakland University has requested to participate in the siren
system through the purchase of one (1) siren,
2) The estimated cost of the siren is $17,000 of which $12,750 (75%)
is Oakland University's share and $4,250 (25%) is the County's
share,
Consistent with past agreements, the County will retain ownership
of the siren, and will be responsible for maintenance and
electrical costs for the sirens,
The County's match of $4,250 is available in the 1990 Contingency
Account, and is to be transferred to the Disaster Control unit
line item for Capital Outlay as follows:
