Oaks Parks, Groveland Township, Tax Sidwell No. 02-19-
402-001
WHEREAS, the Detroit Edison Company owns property adjacent to
County owned property in the Township of Groveland at Groveland
Oaks Park; and
WHEREAS, the Detroit Edison Company has excess property and
has offered to sell 1.087 acres of land in Groveland Township to
the County of Oakland through its Parks and Recreation Commission;
and
WHEREAS, the Oakland County Parks and Recreation Commission
requested the assistance of Corporation Counsel in purchasing 1.087
acres of land which is being offered by Detroit Edison Company; and
WHEREAS, an appraisal of the subject property was made by
Fuller Appraisal Services; and
WHEREAS, Detroit Edison Company, through its corporation Real
Estate Division (Syndeco Realty), has offered to sell this 1.087
acres to the County of Oakland for $6,000 based on their appraisal;
and
WHEREAS, the appraisal which was completed by Fuller Appraisal
Services established a fair market value of $6,500; and
WHEREAS, the Oakland County Parks and Recreation Commission
recommends the purchase of this property (Tax Sidwell No. 02-19-
402-001) with monies allocated from the Parks and Recreation
Commission Land Acquisition Fund.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorize the purchase of 1.087 acres of land in
Groveland Township from the Detroit Edison Company adjacent to
Groveland Oaks Parks for $6,000, Tax Sidwell No. 02-19-402-001, for
use by the Oakland County Parks and Recreation Commission.
Mr. Chairperson, on behalf of the Planning and Building

The Finance Committee has reviewed Miscellaneous Resolution # 90219 and

1) Oakland County Parks and Recreation Commission is desirous of
purchasing 1.087 acres of land in Groveland Township.
2) Corporation Counsel, Real Estate Section, has negotiated the purchase
of the property for $6,000.
3) Funds are available for the purchase in the 1990-1991 Parks and
Recreation Commission Land Acquisition Fund therefore, no budget amendments
are required.

ATTENTION: Mr. Patrick Campbell
REGARDING: Appraisal of 1.087+ acres, Groveland Township,
Oakland County, Michigan.
Dear Mr. Campbell:
I have, pursuant to your authorization, inspected and
appraised the captioned property. The property consists of a
triangular shaped vacant tract located along the east side of
Dixie Hwy., contiguous to the northeast portion of the Oakland
County Groveland Oaks Park. The site has variable topography,
being approximately at grade with Dixie Hwy. in the north portion
and lying well below the grade of this highway in the south
portion. The property is currently in the ownership of the
Detroit Edison Company and is a part of an electrical
transmission corridor, Apparently, the Detroit Edison Company
has determined that this land is excess to their needs and has
evidenced a willingness to sell the property to Oakland County
for assemblage with the Groveland Oaks Park.
Due to the proximity of the property to the park, the site
is zoned to allow recreational use. Absent the specific
locational circumstances, it is my opinion that the site would be
zoned to allow single family residential use. In my opinion,
single family residential use is the highest and best use of the
property.
In the valuation of the subject property, only the market
data approach is considered applicable. In this approach, the
appraiser has compared the subject property with several
generally similar properties that have sold in the recent past.
When using the market properties for guideline purposes,
recognition was given to some inherent problems existing with the
subject property. The site has a relatively extreme variation in
topography from north to south. I believe that it is possible to
utilize the site for building purposes but, due to the topography
problems, greater than normal design, site preparation and

building costs could logically be anticipated. Under this
circumstance, the price paid for the lot is expected to be less
than would be the case for a site absent these problems.
The market information used for guideline purposes, by
necessity, included sites larger than the subject. Additionally,
the information concerning two sites similar to the subject from
a size standpoint but purchased for the construction and display
of model homes was included. This information indicates that,
under certain unique circumstances, such parcels can command a
relatively high price. The information concerning these two
sites was considered of limited value for the problem being
researched but was included to allow the reader a broad overview
of the market.
After having applied the proper approach to value and after
giving due consideration to all known factors affecting value, it
is my opinion that the market value of the subject property, as
of July 15, 1990, is:
SIX THOUSAND FIVE HUNDRED DOLLARS
($6,500.00)
No responsibility has been assumed for matters which are
legal in nature, nor has any opinion on the title been rendered;
this appraisal assuming marketable title. Existing liens and
encumbrances, if any, have been disregarded and the property
appraised as though free of indebtedness.
