"BOOT CAMP"
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Sheriff is proposing a Regimented Inmate Discipline Program
- AKA "Boot Camp" concept; and
WHEREAS, the attached Document I details the concept as it relates to
prisoner population, eligibility criteria, program environment and components
and Document II contains a detailed hour-by-hour tentative schedule for
inmates; and
WHEREAS, the "Boot Camp" concept has the endorsement of the Sixth
Judicial Circuit Court; and
WHEREAS, Oakland County Circuit Court Probation Department has reviewed
this proposal; and
WHEREAS, the first six week program will be experimental and permanent
staffing will not be necessary; and
WHEREAS, the Sheriff is proposing to staff this initial start-up program
on an overtime basis at a cost not to exceed $17,640.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the Sheriff to proceed with the Regimented Inmate
Discipline Program as per the attached douments.
BE IT FURTHER RESOLVED that a 1990 Budget adjustment will be necessary
in this amount of $17,640 to implement this program.
Mr. Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

This memo will confirm the Sixth Judicial Circuit
Court's endorsement of the concept for the Regimented
Inmate Discipline Program in Oakland County. The Bench is
of the opinion that a local boot camp located at the
Trusty Camp will not only provide a viable alternative to
jail for specified young offenders but also life style and
educational opportunities for persons who may not
otherwise have them.
I applaud the efforts of you and your fine staff in
developing the proposal for this innovative concept.
Please let us know when you are presenting this proposal
to the Board of Commissioners. We will be happy to assist
you in your efforts to obtain its approval.

REGIMENTED INMATE :ISCIPLINE PROGRAM
Introduction and Purpose
Oakland County's criminal justice officials continue to explore all available
options in an effort .to develop a system-wide approach in addressing the
overwhelming issues of local recidivism, overcrowding, and community
alternatives. Oakland County Sheriff's Department - Corrective Services Division
is proposing a pilot offender-corrections program based on a regimen of strict
discipline, military-style drills, and physical exercise along with programming
focusing on employability and life skills.
The proposed "Regimented Inmate Discipline Program" is a 45-day program for
inmates receiving three to six month sentences in Sixth Judicial Circuit Court
for "Probation Violation" charges. A successful completion of the 45-day program
would result in the remainder of the sentence term being served on probation.
Failure to complete the program would result in the offender serving the
remainder of the sentence in jail.
The motivating purpose for development of a local "bootcamp style" program is to
provide judges the availability for a viable, local, intermediate sanction in
appropriate sentencing cases. Definition of "intermediate sanction" for this
program purpose is a sentencing option which serves as a rigorous level of
incarceration between probation and prison/jail terms while reducing the length
of sentence an offender would otherwise receive. The benefits from this proposed
program concept of an intermediate sanction are: a. increasing offender
awareness of acceptance of responsibility for one's actions, b. reinforcing the
certainty of consequences for failure to accept responsibility, c. providing a
method to assist in controlling inmate population with shorter terms of sentence.
Additional projected goals of this pilot program are promotion of a positive
image of the criminal justice system, thereby, improving public relations. This
program has the unique advantage of an almost built-in positive public relations
tool because of the universal appeal of enhanced discipline. Also, the program's
short-term duration with emphasis on regimentation and discipline is intended to
positively impact on the offender's self-esteem by achievement of program
completion.
Target Population
A key factor in accomplishing the preceding goals/purposes is targeting the
appropriate population whereby the sanction will have the greatest chance of
positively impacting on the offender's behavior, and, at the same time, utilizing
a population already within the corrections system. A review of 1989 Sixth
Judicial Circuit Court jail commitments was conducted to assist in identifying
the availability of a target group. Thirty-two percent (32%) of the total
Circuit Court jail commitments were sentence terms ranging from three to six
months. The charge of "Probation Violation" represented sixteen percent (16%) of
these three to six-month sentences.

In addition to this numerical support of a pilot group targeted at probation
violators, it is felt the progressive intermediate sanction of the "Regimented
Inmate Discipline Program" offers a realistic opportunity to improve the
effectiveness of correctional intervention. It demonstrates to the offender the
connection between failure to follow through on responsibilities and the
resultant consequences of that failure (which is participation in an intensive,
discipline-oriented period of incarceration).
Another element involved in targeting probation violators is to take advantage of
the Judge's continued jurisdiction and authority goverg ring probation sentences.
This facilitates the necessary flexibility in ordering conventional incarceration
for program failures and dealing with program successes by a combined sentence of
the 45-day incarceration with remainder of sentence time to be served on
probation.
Program Eligibility Criteria
- Circuit Court Probation Violators receiving a three to six month jail sentence
- Voluntary participation
- Court must recommend the Regimented Inmate Discipline Program
- Probationary offense and new offense (if applicable) must be non-assaultive
- No prior assaultive felony convictions
- No escape history
- No physical or mental impairment
- No pending charges or detainers
Program Environment and Components
The proposed site is located on the grounds within the fenced area at the Trusty
Camp on Brown Road. Three tents shall be constructed to provide housing for
twenty (20) eligible offenders within a boundary-defined area. Program offenders
shall utilize the kitchen and shower facilities within the Trusty Camp facility
at designated times so as to be kept separate from the Trusty Camp population.
Two portable toilet facilities shall be located by the housing area. The grounds
at the Trusty Camp will be utilized for drills, physical training and manual
labor involving Camp improvements such as painting, leveling the grounds, et
cetera. The Trusty Camp classroom shall be available at designated times to
provide programming such as employability skills, GED, ABE, chemical dependency
classes and group counseling promoting rational goal setting and coping skills.
This proposed 45-day pilot program, as presented, shall function during the warm
weather months.
All offenders participants must have a complete physical examination (personal
physician if possible) and be certified as fit before entry into the program.

Policies and procedures shall be developed for program operation involving the
type, number, and length of exercises for physical training sessions, drill
formations and requirements, and manual labor guidelines. Inmate regulations
shall be formulated to ensure offenders know what is expected of them in all
program aspects including communication, speech, movement, dress, hygiene, and
feeding. A critical component of this program is the offender's strict adherence
to all regulations reinforcing the offender's ability to accept authority.
Therefore, disciplinary.policies and procedures will include summary discipline
for minor offender infractions imposed immediately by the officer observing the
infraction, such as push-ups, standing at attention, or' extra duty assignments.
Procedure will involve documentation of all infractions and summary discipline to
be reviewed periodically by designated command staff. Major rule violations,
which shall be outlined in the regulations, shall be handled through due process
channels with a guilty disposition resulting in program expulsion.
Conclusion
It is imperative for the program's success to have cooperation and acceptance
among the entire criminal justice system. Although present development of this
pilot program targets a small population, it is seen as an opportunity to gather
crucial evaluative information necessary to make decisions on the feasibility for
expansion of the program, appropriate changes in goals and expectations of the
program, and additions and changes in program operating policies and procedures
to create a more effective program.
In summary, this program is intended to be a highly structured, intensely
discipline-oriented incarceration aimed at providing an intermediate sanction for
offenders to learn the cause and effect relationship between inappropriate
behavior and consequences for the inappropriate behavior. This program option,
as a consequence, may serve to enhance the offender's awareness of responsibility
for one's actions, improve self-esteem, self-control, and cope with challenges by
the nature of the rigorous, active participation the program involves.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution # 90204 and finds:
1) The Sheriff's Department is proposing to operate a Regimented
Inmate Discipline Program (Boot Camp) on a trial basis for six
weeks at the Trusty Camp for approximately 16 to 20 eligible
inmate volunteers who have received three to six-month sentences
for probation violation.
2) The Sheriff's Department has indicated this initial program will
be operated by current staff on an overtime basis at a cost not
to exceed $17,640.
3) Funding for this program is available in the 1990 Overtime
Reserve Account for transfer to the Sheriff's Department budget
as follows:
