IN RE: CORPORATION COUNSEL - REAL ESTATE SECTION - Exchange of
County Property in the City of Southfield (Lot 22,
Lockemans Sub) with the City of Southfield (Local
Development Finance Authority), W 25.0 ft, Lot 27, all
of 28 and E 20.0 ft of Lot 29, Lockeman's Sub.
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the County of Oakland owns land in the City of
Southfield located on Eight Mile Road and Murwood Street with a
common address of 22430 W. 8 Mile Road, Southfield, Michigan; and
WHEREAS, said property is described as Lots 22, 23, 24, 25,
26 and the e 1/2 of Lot 27 of Lockemans Subdivision being part of
the S 1/2 of Section 33 in the City of Southfield according to the
Plat as recorded in Liber 22 of Plats, Page 12, of Oakland County
Records.
WHEREAS, said property is used by the Department of Public
Works - Water and Sewer Operations Division for water maintenance
and sewage pumping station and facilities; and
WHEREAS, the City of Southfield, through its Local Development
Finance Authority, is proposing a property trade (Lot 22 of
Lockeman Sub) with the County of Oakland at the 8 Mile Road
property; and
WHEREAS, said property that the City of Southfield Local
Development Finance Authority owns and is proposing to trade is
described as the West 25.0 ft of Lot 27, all of Lot 28, and the
east 20.0 ft of Lot 29 of Lockeman i s Sub., being a subdivision in
part of the S 1/2 of Section 33 in the City of Southfield according
to the Plat as recorded in Liber 22 of Plats, Page 12 of Oakland
County Records, and also the North 130.82 feet of vacated Murwood
Street; and
WHEREAS, with the exchange of properties, the City of
Southfield Local Development Finance Authority would use this land
for development of an industrial park; and
WHEREAS, the exchange of properties with the City of
Southfield Local Development Finance Authority would benefit the
County of Oakland, increasing the size of its property; and
WHEREAS, James Porter, P.E., Manager of Water and Sewage
Operation Division of the Department of Public Works recommends the
trade of property with the City of Southfield Local Development
Finance Authority; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorize the exchange of County owned property (Lot
22, Lockemans Sub) with the City of Southfield Local Development
Finance Authority (W 25.0 ft of Lot 27, all Lot 28 and E 20.0 ft
of Lot 29, Lockeman's Sub).
BE IT FURTHER RESOLVED that the Oakland County Board of
Commissioners directs it chairperson to execute the necessary
documents to effect the same.

REGOING RESOLUTION
WHEREAS, it is the intent of the Southfield City Council to vacate Murwood Street
after all of the required parcels have been consolidated for the PARK, and
WHEREAS, upon the vacation of Murwood Street, the title to the western twenty-
five (25) feet of vacated Murwood Street will revert to the property of which it was once
a part - the new COUNTY and PARTNERSHIP properties (see Exhibits A and B), and
WHEREAS, upon the vacation of Murwood Street, the title to the eastern twenty-five
(2.5) feet of vacated Mw-wood Street will revert to the property of which it was once a
part - the new PARTNERSHIP property (see Exhibits A and B), and
WHEREAS, the PARTNERSHIP owns certain parcels within the PARK including
Sidwell Parcel 2433-452-023, described as: Lockeman's Subdivision, the Western 1/2 of the
Northern 80.82 feet of lot 27, also lots 28 and 29 excluding the Southern 69.18 feet of
each, (START-ALL Si I E), (see Exhibit A) and
WHEREAS, the COUNTY owns certain lands within the PARK including Sidwell
Parcel 2433-452-017, described as: Lot 22 of Lockernan's Subdivision, (LOT 22), (see
Exhibit A), and
WHEREAS, in order to accommodate the construction of two of the proposed buildings
for the PARK development, the PARTNERSHIP has proposed the exchange of certain
lands among the PARTNERSHIP, the CITY and the COUNTY, and
WHEREAS, on March 26, 1990, the Southfield City Council approved a Development
Plan for the LDFA DISTRICT I which provided for the redevelopment of the LDFA
DISTRICT 1, and
WHEREAS, representatives from the PARTNERSHIP, the CITY, the LDFA and the
COUNTY have discussed the proposed land exchanges and have concurred relative to the
property exchanges.
THEREFORE, it is the understanding of the City of Southfield and the Southfield
Local Development Finance Authority that in consideration for the better and orderly
development of the PARK and the reorganization of COUNTY property that the CITY,
the LDFA, the COUNTY and the PARTNERSHIP propose the following:
A. The PARTNERSHIP intends to transfer the START-ALL snE except for the
western thirty feet to the LDFA_

C. The LDFA intends to transfer the STAR'
thirty (30) feet to the COUNTY.
