IN RE: MISCELLANEOUS RESOLUTION #91218 - APPOINTMENT OF
INDEPENDENT BLUE RIBBON CITIZEN'S COMMITTEE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
The Public Services Committee, having reviewed the
above-referenced resolution on December 3, 1991, reports with the
recommendation that the resolution be adopted.
Mr. Chairperson, on behalf of the Public Services Committee, I
move the acceptance of the foregoing Report.

REPORT TO PUBLIC SERVICES COMMITTEE

Over the past several months, much discussion has occurred about the
wants and needs of the Courts, Prosecutor and the Sheriff. Even though much
has been done to address the requests made by them, when you leek at the ever
increasing case loads, court dockets and jail population, you must know that
something needs to be done to look for better answers. With that thought in
mind, the attached resolution was introduced. Since its referral to Committee,
Suzy Vogt put me in contact with George Kaiser, Chief of Community Corrections
Division of the National Institute of Corrections.
After some discussion with him, he indicated his support of the ideas
contained in Misc. Res. #91218, and felt it was a wise way to go. His agency
would be please to help us, if after the resolution is adopted, the Board
Chairperson wrote them a letter requesting their assistance.
Their agency is federally funded and therefore they would provide consul-
tants to assist the committee at no cost to the County. We would be able to
interview prospective consultants, select who we liked and his agency would
contract with them. Mr. Kaiser indicated he might very well like to come
himself as he has done in other areas of the country.
Mr. Chairperson, I move the ado_ption of the foregoing
resolution.

IN RE: APPOINTMENT OF INDEPENDENT BLUE RIBBON CITIZEN'S
COMMITTEE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the citizens of Oakland County are entitled to a
Criminal Justice System that is both efficient and effective; and
WHEREAS the Criminal Justice system is responsible for the
protection of our citizens, the enforcement of our laws and the
equitable dispensation of justice; and
WHEREAS the employment of more personnel by Law
Enforcement Agencies, Prosecutor's Staff, the Judiciary and the
building of more jails has not brought about a noticeable reduction in
the use of the Criminal Justice Systems's services; and
WHEREAS the Oakland County Board of Commissioners is
aware that there are diverse opinions as to what the real needs are
that will make our Criminal Justice System even better.
NOW THEREFORE BE IT RESOLVED that the Oakland County
Board of Commissioners appoint an independent Blue Ribbon Citizen's
Committee to conduct an in-depth review of Oakland County's Criminal
Justice System and make recommendations regarding:
1. Alternative Programs for rehabilitating youthful
and first-time offenders.
2. Improvements to enhance the system's delivery
of services and increase its effectiveness in
assisting people to comply with the norms of
society.
3. Appropriate staffing levels for the operation of
the Prosecutor's Office, the Judiciary and their
support staff.
4. Funding where and/if additional revenues are
required.
