TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Ms. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Coauuissioners, by Miscellaneous
Resolution #85228 (September 12, 1986), approved the Final 9-1-1 Service Plan
to authorize a countywide 9-1-1 program to develop, implement, and maintain
an enhanced 9-1-1 system for Oakland County; and
WHEREAS Public Acts 32 of 1986, the Emergency Telephone Service
Enabling Act, allows for amendments to a county's 9-1-1 service plan.
WHEREAS Berkley, Beverly Hills, Bingham Farms, Royal Oak and Franklin
have requested that Oakland County amend the 9-1-1 Service Plan to include
Paramed Inc. as a secondary answering point for their community.
WHEREAS no costs will be incurred by Oakland County with this
amendment.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of -
Commissioners adopts the Amendment to the Final 9-1-1 Service Plan,
consistent with the Emergency Telephone Service Enabling Act.
Ms. Chairperson, on behalf of the Public Services Committee, I move
the adoption of the foregoing resolution.

AMENDMENT TO THE OAKLAND COUNTY FINAL 9-1-1 SERVICE PLAN
To amend the Oakland County Final 9-1-1 Service Plan to add a secondary
answering point for Berkley, Beverly Hills, Royal Oak, Bingham Farms and
Franklin to Paramed Inc. to be located at 486 South Opdyke in Pontiac.
OVERVIEW OF E9 -1 -1 IN OAKLAND COUNTY
The Michigan Emergency Telephone Service Enabling Act was passed in 1986.
Consistent with the law, Oakland County authorized by Miscellaneous
Resolution 486113 on May 8, 1986, the Enhanced 9-1-1 Service Plan. It took
two years for the 33 public safety answering points (PSAP) to complete 25
installation steps and the system was cutover on November 14, 1988.
Michigan law allows for the network installation and recurring maintenance
costs to be paid by the individual subscriber on their monthly telephone
bills. The Oakland County Board of Commissioners appropriated over one-half
million dollars to cooperatively purchase the Automatic Location
Identification (ALI) controllers for each PSAP. The PSAP's purchased all
other equipment they felt necessary to operate their E9-1-1 dispatch. This
included Automated Number Identification (ANI), ALI displays, printers, and
any other enhancements they felt necessary. The PSAP's cost totaled
approximately two million dollars.
The law has provisions for amendments to the original plan through board
approval and a public hearing process. Once amended, the service supplier
can implement the changes. This has been done twice in the past.

In accordance with your requests, attached is an Oakland County Miscellaneous
Resolution to modify the Oakland County Final 9-1-1 Service Plan for Paramed
to serve as a secondary answering point for:
This resolution will be presented to the Oakland County Board of
Commissioners Public Services Committee on Tuesday, December 3, 1991, at
1:30 p.m. The resolution is then scheduled to go before the Board on
Thursday, December 12, 1991, at 9:30 a.m. for public hearing and Board
approval. This will allow Paramed to receive 9-1-1 calls by the transfer
method from other primary safety answering points.
I request that you attend these meetings with me in order to answer any
questions that may be asked. In the meantime, if you have any questions

A RESOLUTION
of the Council of the City of Berkley, Michigan
authorizing Paramed, Inc. to be designated as
Secondary Public Safety Answering Point on Berkley's
Enhanced 911 Communication System
WHEREAS, Paramed, Inc. has offered to install E911 equipment that would
enable the Berkley Public Safety Dispatch, designated as the Primary
Public Safety Answering Point, to utilize Paramed, Inc. as the
Secondary Public Safety Answering Point; and
WHEREAS, the new E911 equipment would allow Berkley's Dispatch the option of
transferring calls for emergency medical service directly to
Paramed, Inc.'s communication center for pre-arrival instructions;
and
• WHEREAS, after careful review it is the recommendation of the Public Safety
Director, and concurred by the City Manager, that Paramed, Inc. be
named Secondary Public Safety Answering Point to Berkley's
communication system;
NOW, THEREFORE, THE CITY OF BERKLEY RESOLVES:
SECTION 1: That the City Council does hereby authorize Paramed, Inc., 486
Opdyke, Pontiac, Michigan 48341, to be designated as Secondary
Public Safety Answering Point to Berkley's system and approve the
installation of E911 equipment and putting the program into
operation.
SECTION 2: That the City Clerk be and hereby is directed to send a copy of this
resolution to Thomas R. Gahan, President of'Paramed, Inc.; the
Oakland County Clerk; and to the Berkley Public Safety Director.

Dear Mr. Gahan:
The City of Royal Oak is in full agreement with the proposal of
Paramed Inc., the ambulance service provider in our community, to
become a secondary PSAP for emergency medical incidents that occur
in the City of Royal Oak.
We believe that the installation of an ALI terminal, that would
provide 911 ALI information from our primary PSAP to your dispatch
center, acting as the secondary PSAP, would result in an
improvement in the response time of an ambulance to EMS incidents
occurring in Royal Oak.
Additionally, the proposed system would provide added important
patient information to the responding ambulance personnel relative
to the type of incident they are responding to, along with updates
concerning the condition of the patient. We also believe that the
ability of the secondary PSAP to interact with the calling party,
and provide medical advice relative to potential life saving
actions that can be taken prior to the arrival of emergency units
may prove to be of particular value to our residents.
We look forward to the improvement described, and lend our support
to it.

RESOLUTION AUTHORIZING SECONDARY PUBLIC SAFETY
ANSWERING POINT FOR THE FRANKLIN-BINGHAM FIRE DEPARTMENT
NOW, THEREFORE, BE IT RESOLVED that the Council of the Village of
Franklin designates Paramed Communications Center as the
Secondary Public Safety Answering Point for the Franklin-Bingham
Fire Department and authorizes Village Clerk Rustle Shand to
sign and transmit this Resolution to the E.M.S. and Emergency
Management Division of Oakland County Department of Public
Services.
