Skarritt, Chairperson RE: U.S. Senate Bills S-250 and S-921, (Support NACo Position) Amending the National Voter Registration Act TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS S-250, which is likely to be considered by the full U.S. Senate before the summer recess in August, would mandate substantial costs to state, county and local governments for voter registration enhancements, but the bill gives no consideration to whether governmental units are currently doing a good job of registering voters nor whether they have the resources to fund such requirements; and WHEREAS this bill would require voter registration in state and local government offices such as schools, libraries, revenue offices, unemployment stations and public assistance offices, as well as mandating mail-in registration and registration in connection with driver license applications and renewals; and WHEREAS 5-250 would also permit any private businesses that sell governmental licenses, including hunting and fishing, to register voters; and WHEREAS NACo opposses S-250 both because of the potential high cost of the mandated voter registration enhancements to state, county and local governments and also because the wide range of registration opportunities might create an environment for increased voter fraud; and WHEREAS NACo supports S-921, an alternative to S-250, which would provide $25 million over three years to state and local governments on a matching plan to implement voter registration enhancements on a permissive basis. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners supports the NACo position, opposing S-250 and supporting S-921. BE IT FURTHER RESOLVED that copies of this resolution be sent to the Michigan Congressional Delegation and to the County's Legislative Agent. Mr. Chairperson, on behalf of the General Government Committee, I move the adoption of the foregoing resolution. Moved by Serra supported by Oaks the Board delay action on the resolution until the next Board meeting. A sufficient majority not having voted therefor, the motion failed.
