GRANT ALLOCATION AND SUMMARY OF ACTIVITIES/APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Ms. Chairperson, Ladies and Gentlemen:
WHEREAS, the County of Oakland by Miscellaneous Resolution #6961 of January
23, 1975 declared its intention to become designated as an Urban County under
the Federal Housing and Community Development Act of 1974, as amended; and
WHEREAS, this act was designed to consolidate many of the categorical grant
programs into one Block Grant Program placing authority and responsibility with
local officials as to community needs and priorities; and
WHEREAS, the County of Oakland has been allocated a Community Development
Block Grant (CDBG) of $3,932,000.00 in federal funds; $736,357.79 of County
Program Income and $18,234.75 of Community Program Income that equals a total of
$4,686,592.54 of funds to be distributed among the 49 participating units of
government and public hearings have been held by each community and the county
concerning use of these funds; and
WHEREAS, the Community Development Citizens Advisory Council has
unanimously recommended approval by an 8-0 roll call vote of the 1991-92
Community Development Block Grant Allocation and Summary of Activities; and
WHEREAS, there are no county funds required for this grant and this
application has been reviewed and approved by Corporation Counsel.
NOW THEREFORE BE IT RESOLVED that the Chairman of the Oakland County Board
of Commissioners is hereby authorized to sign and file an application for the
1991-92 Community Development Block Grant Funds under the Federal Housing and
Community Development Act of 1974, as amended, in accordance with the attached
Summary of Proposed Activities.
Ms. Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

INTRODUCTION
The Housing and Community Development Act of 1974 indicated that the nation's
cities, towns and smaller urban communities faced critical social, economic and
environmental problems caused by population growth and inadequate public and
private investment in housing and other physical activities. The Act indicates
that there were three objectives of the legislation. They are:
1. address the needs of low and moderate income people including senior citizens
and the handicapped;
2, the elimination of slum and blight conditions; and
3. meet urgent community needs where existing conditions pose a serious and
immediate threat to the health or welfare of a community where other financial
resources are not available to meet such needs.
Each year the Community Development Division prepares and submits an application
for Community Development funds distributed by the U.S. Department of Housing and
Urban Development. This submittal will be the seventeenth application for funds.
During this time, over $70,000,000 have been available for Community Development
Block Grant projects. The 1991-1992 Community Development Block Grant application
has been compiled to reflect receiving $3,932,000 in 1991 from the U.S. Department
of Housing and Urban Development. With County and community program income, the
funds for the Block Grant Program for 1991-92 total $4,686,592.54. The 49
communities participating in the program will receive a ten percent increase from
funds received for the 1990-1991 program year.
It is anticipated that HUD will release the funds during the latter part of May or
early June. Upon receiving notification that HUD has released the funds, the
communities will be notified that they may spend their allocations.

A sidewalk will be constructed along Walnut
Road between Walton Boulevard and Pontiac Road.
The sidewalk will be five feet wide, four
inches thick and be approximately 2,900 feet
long. The project is located in Census Tract
1084.01, BG 1 that contains 43.18 percent low
and moderate income people. The project will
begin when funds are released and completed by
December 31, 1991. Please contact Mr. Lee

One part-time staff will be retained to enforce
existing City of Berkley codes. The code
enforcement activities will take place only in
the following low and moderate income census
tract areas: CT 1017.01, BG 3 (42.53% L/M); CT
1017.01, BC 6 (59.43% L/M); CT 1017.02, BG 7
(43.20% L/M) and CT 1018.02, BG 2 (45.61% L/M).
Time sheets must be maintained in order to
receive reimbursement for this activity. This
is an ongoing activity. Funds will be used
during 1991 and 1992.

A parking lot will be constructed adjacent to
the existing Oxford Park Towers Senior Citizen
apartment complex. The new lot will be
constructed on city owned property that is
located on the west side of Berkley Avenue,
south of Oxford Street, within the city
right-of-way between the existing sidewalk and
curb. The project will be initiated upon the
release of funds and completed during the
summer of 1991.

The City will contract to video scan all sewers
located in low and moderate income areas of the
City of Berkley. The video scan by
closed-circuit television, will identify in
existing sewers such problems as cracked or

Provide minor home repair grants to eligible
low and moderate income homeowners to make
needed repairs, minor improvements or remove
hazardous conditions in their home. This
program will be administered by the Birmingham
Area Seniors Coordinating Council.
Minor home repair may include but is not
limited to: safety inspections, installation
of door locks, hot water heaters, sewer
cleaning, minor roof repairs, minor plumbing
repairs, painting, downspouts and gutters,
minor heating repairs, weatherstripping,
insulation, window repairs, installation of
handrails and grab bars. The program will
begin when funds are released and terminate
when the funds are utilized.
The city must enter into a written contract
with BASCC that specifies funding level,
services and time frame.

The City will provide a home chore program for
eligible households. Projects will include but
are not limited to yard clean-up, cleaning and
installing storm windows and cleaning gutters
and downspouts. The program will begin when
funds are released and terminate when the funds
are utilized. The program will be administered
by the Birmingham Area Senior Citizens
Coordinating Council (BASCC). The city must
enter into a written contract with BASCC that
specifies funding level, time frame and
services.

income people.)
2. South Main (E), Fourteen Mile Road (N),
Nahma (W) and Tacoma (S). This area is
located in Census Tract 1027.05 BG 2 with
58.75 percent low and moderate income
people. Low and moderate income people
will benefit.
These two areas are project areas that have
been funded previously. These projects will
begin in the Spring of 1992 and completed in

Retain personnel to perform code enforcement
activities in Ferndale except in Census Tract
1010.03, BG 8 that has 27.52 percent low and
moderate income people. The excluded area is
bounded by the Pleasant Ridge boundary on the
west; Pinecrest, Oakridge and Livernois on the
east and Ten Mile Road on the south. The code
enforcement project activity will address
community problems such as dilapidated and
deteriorating houses and garages, dwelling unit
safety and comfort; abandoned and inoperable
vehicles, rodent harborage and general
housekeeping conditions of property. The
enforcement efforts are directed toward
conditions in the community that directly
affect citizen perception of their community
and living environment. This is an ongoing
activity.

Provide minor home repair grants to eligible
low and moderate income homeowners to make
needed repairs, minor improvements and/or
remove hazardous conditions in their homes. It
is anticipated that assistance will be given to
an estimated 25 homeowners under guidelines
adopted by the Ferndale City Council on July
11, 1988. This is an ongoing activity. If an
agency or organization other than the City
provides the repair services, the City must
enter into a written contract with that agency
specifying time frame, services and funding
level.

Acquisition and demolition of property will be
part of Phase II of the Maplelane Industrial
Park project. The area to be addressed is
bounded by Hughes (W), Dequindre (E), Woodward
Heights (S) and Hazel Park Race Track on the
north. Low and moderate income people will
benefit from the creation of new jobs. The
City has 54.83 percent low and moderate income
people. The acquisition/demolition activities
will be initiated in the Summer 1991 and be
completed by the Spring 1992. Additional spot
acquisition/demolition may take place to
address spot slum and blight conditions on an
as needed basis. Please contact Mr. Lee

People from Census Tract 1004, HG 1 with 33.33
percent low and moderate income people will be
relocated subsequent to obtaining their
property for Phase II of the Maplelane
Industrial Development. Spot relocation
activities will take place on an as needed
basis. All relocation requirements established
in the Relocation Act will be met. Activities
will be initiated in the summer 1991 and be
completed by fall 1992. Please contact Mr. Lee

Minor repairs will be made to the houses of low
and moderate income people within the City of
Hazel Park. Examples of work to be performed
include: electrical and plumbing repair,
painting, window replacement, ramping, hand

Significant rehabilitation activities will take
place at the Hazel Park Senior Citizen Center
located at 620 Woodward Heights. The complex
is located on the north side of Woodward

Lennox. Reconstruction work will consist of
new floors, bathrooms, electrical, plumbing,
kitchen and office space. Work will begin as
soon as HUD funds become available and be
completed during the summer of 1991. Please

Huntington Woods Recreation Center located at

entrance of the Recreation Center. Senior
citizens and the handicapped will benefit from
this program. Construction activities will be
initiated on or about July 1, 1991 and will be

A Senior Citizen Outreach Coordinator will be
retained to assist senior citizens. The
Coordinator will assist the Recreation Program

be reimbursed for this activity. The funds
will be used when HUD releases the funds and
will be expended on or before April 30, 1992.

Park. The park is located adjacent to City
Hall, between Schroder Blvd. and Knowlson.
Activities include the construction of a
seawall on the east end of the pond,
replacement of a row of arborvitae that divides
the park on the east from the DPW building, and
construction of a new foot bridge at the
northwest end of the pond. The project will
begin in the spring of 1991 and be completed in
the fall of 1991. Keego Harbor has 49.8
percent low and moderate income people. Please

VILLAGE OF ORTONVILLE
Drainage improvements will be made along the
south side of Schoolhouse Street between Church
and Cedar Street. Improvements will include
the installation of a catch basin and 180
lineal feet of eight inch storm sewer pipe
along Schoolhouse Street. The new pipe will be
connected to the existing storm drain. The
work will be completed by Village employees.
Time and materials will be charged to the
project. Time sheets must be kept in order to
receive reimbursement. The area to be served
is located in Census Tract 1123, BG 6 that has
48.51 percent low and moderate income people.
The project will be initiated when funds are
released and completed by September 30, 1991.

Street improvements will be made on Schoolhouse
street between Church and Cedar streets. The
project will include removing the top cap and
base of a four foot by 420 foot section of the
existing street. New base and eight inches of
floatstone will be instated. Subsequently,
three inches of asphalt will be placed over the
entire street that is 25 feet wide and 672 feet
long. This work will be contracted. Please
