HomeMy WebLinkAboutResolutions - 1991.11.21 - 18592MISCELLANEOUS RESOLUTION # 91258 November 21, 1991 BY: PERSONNEL COMMITTEE, Marilynn Gosling, Chairperson IN RE: Affirmative Action Resource Group (AARG) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairperson, Ladies and Gentlemen: WHEREAS federal and state agencies require, as a condition of continued funding, that employers have affirmative action plans containing procedures to enhance achievement of affirmative action goals; and WHEREAS the establishment of an Affirmative Action Resource Group is one such enhancement allowed by federal regulatory guidelines; and WHEREAS this instrument is an employer tool utilized to strengthen the County's good faith efforts and strengthen its affirmative action posture while further reducing legal liability. NOW THEREFORE BE IT RESOLVED that the Affirmative Action Resource Group shall be established to augment the County of Oakland's Affirmative Action Program by existing solely as an advisory, ad-hoc task force. This task force is established for a one year period and will be evaluated at the end of the one year term. BE IT FURTHER RESOLVED that membership on the AARG be established by the Personnel Committee, upon recommendation of the Personnel Department, in accordance with the attached guidelines. Mr. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resolution. PERSONNEL COMMITTEE Affirmative Action Resource Group Guidelines PURPOSE: The Affirmative Action Resource Group (AARG) will devote its efforts and time to matters and recommendations that will enhance the County's good faith efforts and strengthen affirmative action achievements. This group will review the Affirmative Action Plan and make suggestions regarding possible new approaches to current recruitment sources, networking and referral efforts. In addition, the AARG can bring to the Personnel Department's attention any potential problems they see in the accomplishment of affirmative action goals. Recommendations to remove barriers which are perceived as impediments to goal accomplishment may also be presented. AUTHORITY: The legal parameters for affirmative action programming such as an affirmative action resource group is contained in the Equal Employment Opportunity Commission (EEOC) protective guidelines for employers with voluntary Affirmative Action Programs, Title 29 (29CFR1608) and the Department of Labor/Office of Federal Contract Compliance, Revised Order No. 4 (41CFR60-2). The guidelines encourage coordination with and/or support of and active participation of employees, community organizations, minority/female organizations and unions in affirmative action efforts, particularly recruitment efforts. A. Membership Selection Guidelines 1. Employee Representatives from County Departments a. No more than 10 b. Include minorities, women, handicapped and unions 2. Department of Personnel Representatives a. No more than two b. Division Manager, EEO Officer or designee 3. Provide Department Heads with information regarding the purpose of the Resource Group emphasizing the importance of employee participation. 4. Request Department Heads to recommend to the Personnel Department names of employees to serve. 5. Request employees to complete nomination form and return to Personnel Department. 6. Final selection of nominees will be based on the employees written statement, interest and their ability to meet the objectives of the AARG. B. Community Participation 1. Representatives from the community and community organizations may be invited to address the AARG regarding their EEO concerns. C. Suggested Responsibilities AARG Members may be requested to: 1. Review the Affirmative Action Plan and provide feedback relative to innovative approaches to recruitment. 2. Recommend to the Department of Personnel ways to establish and maintain effective communication with County administration, department heads, the community, County employee unions and the workforce in support of optimum goal accomplishment. 3. Submit topics to be included on the meeting agenda to the Personnel Department. 4. Serve and/or assist as recruiters or liaison persons with local schools, community organizations, civic or social organizations, fraternities or sororities, female and minority organizations and those organizations serving the handicapped. 5. The Personnel Department will be responsible for the administration of the AARG, provide orientation to members and arrange meetings. 6. Officers serving on the AARG will be Chairperson, Vice-chairperson, Recording Secretary and Administrative Secretary. Positions will be filled on either a voluntary or appointment basis. This task force is established for a one year period and will be evaluated at the end of the one year term." A sufficient majority having voted therefor, the amendment carried.
