MISCELLANEOUS RESOLUTION # 91230

IN RE: EMS AND EMERGENCY MANAGEMENT DIVISION - TORNADO WARNING SYSTEM EXPANSION
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS .
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners, by Miscellaneous Resolution
No.'s 7865, 7971, and 8664, accepted federal grants to defray a portion of the costs of
purchasing sirens to be utilized within the Oakland County Tornado Warning System; and
WHEREAS the County's share of the costs will remain at twenty-five percent, as
has been the policy previously established by the Board of Commissioners by various
miscellaneous resolutions, whereby local units pay seventy-five percent and the County
twenty-five percent with the County being responsible for the maintenance and electrical
costs for the siren purchased; and
WHEREAS the Cities of Novi and Rochester Hills, have executed the attached
purchase agreements; and
WHEREAS the Cities of Novi and Rochester Hills have agreed to pay seventy-five
percent of the total estimated cost of each of their sirens; and
WHEREAS, consistent with the attached standard agreements, the Cities of Novi
and Rochester Hills agree that Oakland County will retain ownership of their sirens and
will be responsible for the maintenance and the electrical costs for said sirens
purchased under the agreements.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorize the appropriation of $8,250.00, consistent with the attached budget, as Oakland
County's match.
BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent
upon the execution of the attached written agreements between the County and the Cities
of Novi and Rochester Hills.
BE IT FURTHER RESOLVED that the County Executive be and is hereby authorized to
execute said agreements. -
BE IT FURTHER RESOLVED that written progress reports be presented to the Public
Services Committee by the Manager of the Emergency Medical Services and Emergency
Management Division and to the balance of the members of the Board of Commissioners.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption
of the foregoing resolution.

PURCHASE AGREEMENT
THIS AGREEMENT, entered into this day of
19 , between the COUNTY OF OAKLAND, a Michigan
Constitutional Corporation, hereinafter called "County, and the
City of Novi , hereinafter call "Municipality;"
WHEREAS the County has established a centrally activated tornado
warning system; and
WHEREAS the Municipality desires to become a part of such system.
NOW THEREFORE BE IT RESOLVED in consideration of the sum of
Twelve Thousand Three Hundred Seventy-five Dollars ($12,375.00) to be
paid by the Municipality to the County, the County agrees to install
one (1) siren(s) within the Municipality at locations to be designated
by the Municipality. Said sum to be paid within thirty days (30) after
installation and successful testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that Oakland County will retain
ownership; the maintenance and electrical costs of the siren(s) shall be
borne by the County.
This agreement and costs are subject to change depending upon
selection of siren location by the Municipality, bid costs, and inflationary
trends.
In the event that the Municipality desires relocation of the siren,
all costs associated with such relocation will be the responsibility of the
Municipality.
. Local activation capability will be the option and expense of the
Municipality.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of the Board, the Finance Committee has reviewed
Miscellaneous Resolution #91230 and finds:
1) The City of Novi and the City of Rochester Hills have requested
to participate in the siren system through the purchase of one
(1) siren for each city,
2) The total estimated cost of the sirens is $33,000, of which $12,375
is the share for the City of Novi and $12,375 is the share for the
City of Rochester Hills, for a total of $24,750 (75%),
3) The County's share is $8,250 (25%) for both sirens,
4) Consistent with past agreements, the County will retain the
ownership of the sirens and will be responsible for maintenance
and electrical costs for the sirens,
5) The County's match of $8,250 is requested to be transferred from
the 1991 Contingency Account to the Disaster Control Unit line
item for Capital Outlay as follows:
