IN RE: SHERIFF'S OFFICE — FISCAL YEAR 2012 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT
ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan, Automobile Theft Prevention Authority (ATPA), awarded the Auto Theft Unit of the
Sheriff's Office funding in the amount of $1,365,434 (Contract $1,255,947 and Project Modification $109,487) for the fiscal
year period of October 1, 2011 through September 30, 2012 and represents continuation funding; and
WHEREAS for FY12 the Oakland County Sheriff's Department will administer the total of the grant award; and
WHEREAS the Farmington Hills, Hazel Park, Waterford and Detroit Police Departments and the City of Pontiac
(contracting with the Oakland County Sheriff's Office) are included in the FY12 grant awarded to Oakland County; and
WHEREAS Oakland County has been awarded $825,758 ($716,271 and Project Modification of $109,487) with a required
local match of $412,879 ($358,136 and $54,743 Project Modification), the Farmington Hills Police Department $116,691
with a required $58,346 local match, the Hazel Park Police Department $99,868 with a required $49,934 local match, the
City of Pontiac $103,453 with a required $51,727 local match, the Waterford Township Police Department $102,176 with a
required $51,088 local match, and the Detroit Police Department $117,488 with a required $58,744 local match; and
WHEREAS the Oakland County matching funds requirement continues to be fifty percent (50%) and the County's share of
$825,758 with a match of $412,879 is available in the General Fund non-departmental grant match account and has been
included in the Fiscal Year 2012 Adopted Budget; and
WHEREAS the total program required match is $682,717 and is met by each participating municipalities local matching
funds; and
WHEREAS the award provides full time funding for the following current positions with the Sheriff's Department one (1)
Sergeant (# 4030915-10333) and five (5) Deputy II positions (# 4030915 - 06108, 06109, 06147 ; 06148 and 10898); and
WHEREAS the ATPA has authorized a Project Modification allowing the Sheriff's Office the utilization of Detroit Police
Department funds for the creation of one Deputy II position in the Sheriff's Office and assigning it to the Detroit Police
Department/Screen Door Unit (Auto Theft Program); and
VVHEREAS the acceptance of this grant does not obligate the County to any future commitment; and
VVHEREAS the continuation of the program is contingent upon future levels of grant funding; and WHEREAS this grant
award has been processed through the County Executive's Contract Review process and the Board of Commissioners'
Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Fiscal Year 2012
Automobile Theft Prevention Authority Grant award in the amount of $1,365,434 (Contract $1 ;255,947 and Project
Mod ification$109,487).
BE IT FURTHER RESOLVED that one (1) Special Revenue (SR) Deputy II be created in the Sheriff's Office/Investigative
& Forensic Services/Special Teams Unit,
BE IT FURTHER RESOLVED that one (1) unmarked vehicle with radio be added to the County Fleet.
BE IT FURTHER RESOLVED that one (1) SR Sergeant (#4030915-10333) and five (5) SR Deputy II positions (#
4030915-06108, 06109, 06147, 06148 and 10898) be continued in the Sheriff's Office/ Investigative & Forensic
Services/Special Teams Unit.
BE IT FURTHER RESOLVED that the Board Chairperson on behalf of the County of Oakland, is authorized to execute
the grant acceptance.
BE IT FURTHER RESOLVED that continuation of this program, including positions, is contingent upon continued grant
funding of this program.

The Auto Theft Prevention Authority (ATPA) Grant #19-12, effective October 1,2011, authorizes
the Detroit Police Department (DPD) to assign (8) Police Officers, (1) Sergeant and (1)
Investigator to the DPD Screen Door Unit.
It is my understanding that you have entered into an agreement with the DPD to assign an
Oakland County Sheriff's Office (OCSD) Deputy to the DPD Screen Door Unit, to fill one of the
ten officer positions.
This multi-jurisdictional arrangement is not only authorized by the ATPA, but encouraged in
order to enhance the effectiveness of both teams. We also understand that you will be
overseeing the financial administration of this position.
As you know, in order to accomplish this arrangement the DPD will need to supply the ATPA
with a project modification form, EX-034 filled out completely with the personnel change prior to
October 1,2011.

Program Review and Summary
A. The project number written above must be included on all correspondence addressed to the
ATPA regarding this grant.
B. A change in project director, financial officer, project contact, participating agency, or personnel
assigned to the ATPA program requires written notification to the ATPA by means of a Project
Modification Request (EX-034) which can be downloaded from the ATPA Web site at
www_michigan.gov/atpa.

the schedule on page 2 of this form.
The project's measurable criteria have changed, please see page 2 of this form. The grantee
agrees not to make any modification of the approved grant project without the written approval of
the ATPA.
ATPA funds: This fund is to be utilized solely for the benefit of auto theft prevention programs.
All projects must maintain adequate support documentation for financial and performance activity
reports to the ATPA. Failure to provide evidence supporting the grants activity may adversely
affect current-year reimbursements and/or future funding requests. ATPA staff will make
appointments with grant personnel in order to conduct on-site project and financial reviews.
Membership in an ATPA Task Force: When an agency withdraws its officer from an ATPA Task
Force, the approved budget for that position will remain with the task force. The Project Director
needs to inform the ATPA when the withdrawal occurs, and the vacant position must be replaced
within the required time-period, 30 days_
All officers who are funded by an ATPA Task Force must have their activities approved by the
task-force commander.

B. All payments for salaries and wages must be supported by payroll records and daily activity fogs.
Retain documentation for your files. Overtime hours may not exceed 5% of the total regular
hours reported.

publish, and distribute any data or material associated with this grant.
F. Any funds received or generated as a result of auto theft activities shall be used to enhance
currently funded and/or future auto theft prevention programs. Funds received include, but are
not limited to, forfeiture of cash and receipts from sale of property. If project enhancement
activities are terminated, the unexpended revenues shall be promptly returned to the Automobile
Theft Prevention Authority, 333 S. Grand Ave., P.O. Box 3064, Lansing, Michigan 48909-0634.
G. Agencies that receive ATPA grant funds are expected to participate with that specific grant
program for the entire grant year. Any agencies that withdraw funded personnel from the ATPA
program before the end of the grant period will be reimbursed based upon the percentage of the
grant year they served. The ATPA Board reserves the right to deny future grant funding based
upon these circumstances.

1) ATPA Funds: This fund is to be utilized solely for the benefit of economic auto theft prevention programs.
2) Approved Budget Amount. See the budget sheet. Due to a short fall in the budget, the ATPA board of directors disallowed
the following expenditures: Retirement Medical, Clothing/Cleaning/Gun Allowance, Lump Sum Holiday Pay, Lump Sum
Vacation Pay, Lump Sum Longevity, Sick Time Buy Back, Sick Leave Incentive, Emergency Response Comp, Show Up
Pay, Educational Incentive, Professional Insurance and Indirect Cost).
3) Authorized Grant Award/Actual Expenditures: The ATPA will reimburse only expenditure incurred during the grant period
(October 1, 2011 to September 30, 2012),
4) Time and Attendance: Payroll expenditures must be supported by employee's earning history, attendance sheet, time sheet, payroll
register, earning history and duty log, These records should be retained in your fie and made available to the ATPA auditor during a
field audit Law Enforcement and Prosecutors only, attach the monthly duty logs to the financial report for your grant
5) Fringe Benefits: Retain a copy of vendor invoice or cost allocation charged to the ATPA program in your file. (Somewhat
different to LE & Pros but very close :) Fringe Benefits and overtime: Retain a copy of vendor invoice or cost allocation for
fringe benefits charged to the ATPA program in your file. Law Enforcement and Prosecutors only, overtime hours cannot
exceed 5% of total regular hours.

Personnel and / or budget modifications will be permitted only if the ATPA deems the request is justified (filling positions far
short periods just to use up grant funds will not be approved). The ATPA requires prior written notification using the EX-34
Project Modification Form with original signatures, and approval from the ATPA on this form, prior to any change in
personnel or budget.
7) Equipment Procurement Procedures/Consultant/Contractual Service: Grantee should follow their agency's established
guidelines. (Attach a copy of an invoice to your financial report as supporting documentation for the equipment purchase).
8) Financial/Progress Reports: See Reporting Schedule included in this form on the page 2.

requires a formal agreement Note: New first time grantees must be registered in the state's vendor file by completing a

11) Matching Funds for Non Profit Neighborhood Organizations: None.
12) Matching Funds for Law Enforcement and Prosecutors: 50%. The ATPA reimbursement will be the lesser of the total
reimbursable expenditures or the total approved budget.
13) Mileage Expense for Non Profit Neighborhood Organizations Only: Shall be limited to the grantee's established mileage
reimbursement allowance for non-federally funded activities and must be supported by documentation which indicates destination
and purpose of such travel.
14) Vehicle Usage/Rental for Lew Enforcement and Prosecutors Only: Shall be limited to the grantee's established
reimbursement policy for non-federally funded activities and must be limited to ATPA approved budget amount
15) Law Enforcement and Prosecutors Only: To qualify for membership in ATPA Task Force, the officer must be assigned to
the task force. When an agency withdraws its officer from an ATPA Task Force, the approved budget for that position will
remain with the task force. The Project Director needs to inform the ATFA when the withdrawal occurs, and the vacant
position has to be replaced within the required time period. Vacancy: if a position becomes vacant for more than 30 days,
the total budget for this position will be reduced accordingly. Program Income! Seizure property, fees, royalties,
registrations, etc., generated by services, activities, or products provided through the grant project must be converted into
funds for use in the activity funded by the grant.

I am pleased to inform you that on August 3, 2011, the Board of Directors of the Automobile Theft
Prevention Authority (ATPA) approved your grant in the amount of $627,974.00 which is 50% of the total
amount of $1,255,947.00. The budget detail for your project is enclosed. Please review this budget
detail carefully since modifications could have been made to your original request in the grant application.
Prior to the release of any funds, we have scheduled a mandatory orientation meeting for both the Grant
Official Project Director and the Grant Official Financial Contact to attend. At that time the objectives,
overall management, and grant payment procedures will be reviewed. If your project is a multi-agency
task force, a copy of this letter will be sent to the financial contact for the sub-grantee. But, we also ask
that you inform the participating agencies' financial report preparer to attend this meeting.
Your orientation meeting is scheduled for 1:00 p.m. on August 23, 2011 at Michigan State Police,

Please note the grant match requirement for our grantees will remain the same for FY2012 grants as they

GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule Xil-C of this Board, the Finance Committee has reviewed the above referenced resolution and
finds:
1. The Automobile Theft Prevention Authority (ATPA) awarded the Sheriff's Office, Auto Theft Unit,
funding in the amount of $1,365,435.
2. Of the total award of $1, 365,435 Oakland County administers $1,148,078 which excludes the Detroit
Police Department ($117,488) and Hazel Park Police Department ($99,868) who each receive their
funding directly from the State.
3. The 2012 grant award includes a Project Modification amount of $109,487 which allows for the Sheriff's
Office to add one additional Deputy II position, and one used vehicle to the Investigative and Forensic
Services Division/Special Teams Unit in support of the Detroit Police Department/Screen Door Unit
(Auto Theft Program).
4. The other participating municipalities are the City of Waterford, the Farmington Hills Police
Departments, and the City Pontiac who is contracting with the OCSO.
5. The Oakland County award (including Project Modification) is $412,879 with a required $412,879 local
match; the City of Pontiac $51,727 with a $51,726 required local match; the Farmington Hills Police
Department $58,346 with a required $58,345 local match; the City of Detroit Police Department
$58,744 with a required $58,744 local match; the Hazel Park Police Department $49,934 with a
required $49,934 local match; and the Waterford Township Police Department $51,088 with a required
$51,088 local match.
6. The County's required local match of 50% in the amount of $412,879 is partly available in the Sheriff's
Investigative and Forensic Services Departmental GFGP Transfer Out account in the amount of
($334,086) with the balance of ($78,793) available in the Non-Departmental Grant Match line item of
the General Fund budget.
7. With the 2012 grant award the Project Modification provision provides funding for the creation of one
additional Deputy II position; and the addition on one used vehicle to the Investigative and Forensic
Services Division/Special Teams Unit in support of the Detroit Police Department/Screen Door Unit
(Auto Theft Program).
8. The grant also continues funding for five (5) SR FTE Deputy II positions (#'s 4030901-116270-06108,
06109, 06147, 06148, and 10898) and one (1) SR FTE Sergeant position (#4030901-116270-10333).
9. The total FY 2011 approved budget program funding of $1,209,640 is increased for FY 2012 to
$1,365,435 representing an increase of $109,487.
10, Funding of $16,500 is available in the Sheriff's Auto Theft Prevention — Forfeiture Deferred Revenue
account #222470 (which has a balance of $69,730.58 as of 9/12/11) for the acquisition of one used
vehicle authorized with this grant acceptance.
11. In addition to the County match requirements, the County is expected to incur administrative and
support costs of $41,500 for FY 2012, which has been included in the FY 2012 Adopted Budget. This
grant does not allow for reimbursement of indirect costs.
