HomeMy WebLinkAboutResolutions - 2011.12.15 - 18820MISCELLANEOUS RESOLUTION #11307 December 15, 2011 BY: Finance Committee, Tom Middleton, CHAIRPERSON IN RE: DEPARTMENT OF INFORMATION TECHNOLOGY/CLEMIS DIVISION-ACCEPTANCE OF CONTRIBUTION OF UASI FUNDS FROM THE COUNTY OF WASHTENAW TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Information Technology/CLEMIS division requests acceptance of contribution of Urban Area Security Initiative (UASI) funds from the County of Washtenaw to support development of the CLEMIS Law Enforcement Records Management System; and WHEREAS an amendment is recommended for the CLEMIS Fund (#53500) to accept this contribution in the amount of $100,000 from Washtenaw County 2008 UASI Grant funds for the development of the CLEMIS Law Enforcement Records Management System (LRMS), which is an approved expense under the Homeland Security Grant Program; and WHEREAS the $100,000 shall be specifically used to reimburse the CLEMIS Fund for the purchase of Oracle Software which is being used in the development of the CLEMIS LRMS. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners accepts the $100,000 contribution of the Washtenaw County UASI Grant funds and that such funds shall be used to reimburse the CLEMIS Fund for the purchase of the Oracle Software. BE IT FURTHER RESOLVED that a budget amendment is recommended to recognize the contribution as capital asset contributions in the CLEMIS fund for FY 2012. Can you believe it!!! Attached is the allowable cost justification form approved by the State. I discussed the acceptance of the $100,000.00 with Ben Pinette. He is agreeable for Oakland County to accept the $100.000 via Board of Commissioners resolution. However, he would like another invoice and a copy of the purchase order for the software. I do not know who will be drafting the resolution, but I would be happy to review it. Also, could you please forward me the invoice you already send and a copy of the purchase order for the software. If you recall, this was for $100,000 towards the Oracle software necessary in the LRMS re-write (see the attached justification form). I will need a resolution from the Board of Commissioners, an invoice for requested reimbursement, and a copy of the purchase invoice. Please let me know if there are any questions. FEMA is required to consider the potential impacts to the human and natural environment of projects proposed for FEMA funding. FEMA, through its Environmental and Historic Preservation (EHP) Program, engages A a review process to ensure that FEMA-funded activities comply with various Federal laws, Use of funds for construction, renovation, and installation projects must comply with EHP. Subgrantees must complete and submit an EHP Screening Memo for these projects. The use of federal funds on any part of a project may "federalize" the entire project, thereby requiring Environmental and Historic Preservation (EHP) Program review of the entire project.
