HomeMy WebLinkAboutResolutions - 1991.09.26 - 18876September 12, 1991 MISCELLANEOUS RESOLUTION #91194 BY: PUBLIC SERVICES COMMITTEE, RUTH JOHNSON, CHAIRPERSON IN RE: DEPARTMENT OF PUBLIC SERVICES/ANIMAL CONTROL INCREASE THE DOG LICENSE FEES AND INCREASE THE AMOUNT RETAINED BY CITIES AND TOWNSHIPS FOR DOG LICENSES ISSUED TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS, Public Act 339 of 1919, as amended, commonly known as the Dog Law of 1919, states that all dogs six (6) months or older must be licensed and allows the Board of Commissioners in a county to set the amount of the dog license fee and to set the amount of each license fee retained by the cities and townships. WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution 1189225, dated September 14, 1989, established the current dog license fee for spayed/neutered dogs at $5.50; the current license fee for female/male dogs at $8.50; and the delinquent dog license fee for all dogs at $20.00 effective December 1, 1989; and WHEREAS, the license fees have not been revised in two (2) years; and WHEREAS, the cost to the county for damages to persons and property caused by dogs has increased in the past two years; and WHEREAS, the city and township treasurers in Oakland County issue dog licenses and tags annually, in cooperation with the County Treasurer and the Oakland County Animal Control Division, pursuant to public Act 339 of 1919; and WHEREAS, the cities and townships retain commission of fifty cents ($.50) from each current license sold and one dollar ($1.00) from each delinquent license sold; and WHEREAS, this sum does not adequately compensate the city and township treasurers for the time and effort spent by their offices in issuing said licenses; and WHEREAS, the Oakland County Tresurer supports that position of the local treasurers; and NOW THEREFORE BE IT RESOLVED, that the Oakland County Board of Commissioners does hereby establish the current dog license fee for spayed/ neutered dogs at $6.50; the current dog license fee for female/male dogs at $10.00; and the delinquent dog license fee for all dogs at $25.00, effective December 1, 1991; and BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners does hereby set the amount to be retained by cities and townships for each current dog license issued by cities and townships at one dollar ($1.00) and for each delinquent dog license at one dollar fifty cents ($1.50) effective December 1, 1991. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. PUBLIC SERVICES COMMITTEE EXPLANATORY NOTE Current Dog License period is from December 1st through May 31st for current license fees per Miscellaneous Resolution #89226, September 14, 1989. Delinquent fees are charged from June 1st through November 30th of each calendar year. 1990 Data Base of Dog Licenses recorded showed 33,000 current licenses and 5,000 delinquent licenses sold. Revenue from licenses sold in 1990 was $281.731 or 53% of total revenues (excluding Royal Oak and Southfield). If the proposed fees were in effect in 1990 the Dog License revenue would have been approximately $317,731 (+12%). The Municipal Treasurers fees for writing Oakland County Dog Licenses has not been revised since 1979, Miscellaneous Resolution #8815, February 15, 1979. The Treasurers play a key role in selling both current and delinquent licenses. The percentage of both delinquent and current licenses sold by Treasurers is 76% or 28,880 licenses in 1990.
