HomeMy WebLinkAboutResolutions - 1959.04.14 - 19079Ora 14, 1959 E)(PLANATION At a meeting of this Board held on April 15, 1958, Miscellaneous Resolution No. 3362, presented by the Ways and Means Committee, was adopted. Said resolution provided for an appropriation of $50,000 from the 1958 Contingent Fund to provide funds for the temporary security confinement of a limited number of mentally ill persons during the balance of the year 1958. We are pleased to state the program worked very successfully and a large portion of the appropriation was returned to the General Fund at the close of business for the year 1958. The budget for the year 1959, as adopted by this Board on September 15, 1958 (Miscellaneous Resolution No 3421) included an appropriation of for the care of emergency mental cases during the present fiscal year. In the opinion of your Ways and Means Committee, the program could be strengthened and improved if an amendment was added to the original Miscellaneous Resolution No. 3362: which would spell out more fully the types of cases to be handled by the program and we wish to offer the following resolution for the consideration of this Board: 3507 RESOLUTION April 14, 1959 BY: Mr. Fred W. Smith IN RE: EXF,ANDIN:U EMLRG-E.NCY.MENTAL PROGRAM TO: THE C.iAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: The provisions of tvAiscitancous Resolution No. 3362, as adopted by this Board on April 15, 1958, provided for a special appropriation to cover the estimated cost for the temporary security confinement of a limited number of mentally ill persons in designated faces equipped and staffed to handle such cases The appropriation made at that time was to cover the estimated cost of such a program for the balance of the year 1958 Your honorable body expressed its desire to continue the program for the year by including an appropriation of $50,000 under the caption of "Emergency Mental Cases" in the budget for the year 195 as adopted on Sei:emb,,r 15, 1956. In the opinion of your Ways and Means Committee, the program as outlined above could be strengthened and expanded if the said Miscellaneous Resolution No 3362 was replaced by the following resolution which your Committee wishes to offer at this time for the consideration of your honorable body: BE !T RESOLVED, that the appropriation of $50,000 which was included in the budget for the year 1959, as adopted by this Board on September 15, 1933, under the caption of "Emergency Mental Cases" be made available to cover the cost of providing temporary security confinement of a limited number of mentally iii persons, with special emphasis on those exhibiting homicidal, suicidal or other dangerous tendencies, in a designated facility or facilities equipped and staffed to provide suitable care and treatment, on an emergency basis, of such mentally ill persons. BE IT FURTHER RESOLVED, that the program be expanded to provide for the emergency core of a limited number of extremely handicapped, mentally deficient children in designated nursing homes especially licensed by the State Welfare Department to ; care for the mentally handicapped; Provided, however, that no child shall be admitted to such . itb sup; .f.c!.1o1 ,1.. th e resolution be adopted. td by TI? °Qs furnished to is the resolution be tabled until the members for study. next akli t mq.jority thz.f, 7D1..ion 3arried., licensed nursing home unless the child's case has first been duly processed by the Probate dition, the Court and that such child is awaiting admittance to a state institution and, in investigation reveals that the child's admittance to a licensed our sin,;: ;1,..).:Tiv is necessary and essential because of one of the following reasons: 1, That such child is homeless and possesses no responsible relative, as defined by law, to provide care while awaiting admittance to a state institution, 2, That such child's parents or parent, through death or illness of a parent, inadequate housing facilities, eviction from home or, in fact, any other extreme circumstances which would prevent reasonable adequate care in the home while awaiting admittance to a state institution. BE IT FURTHER RESOLVED, that the Board of Auditors be authorized to make the determination as to the child's eligibility, under the above outlined provisions, and to arrange for the admittance of such child in a designated licensed nursing home while awaiting admittance to a state institution and said Board of Auditors shall authorize payment for the cost of care rendered by such licensed nursing homes and charge the some against the funds provided in the budget for the year 1959 for the care of emergency mental cases.
