BY WAYS AND MEANS COMMITTEE
IN RE; APPROPRIATION FOR ADDITIONAL EMPLOYEES - PROBATE COURT
TO: THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen;
Your Ways and Means Committee and Juvenile Affairs Committee, acting jointly,
respectfdlly submit the following report:
Following .y,r(-:?'Irrinory report presented by the joint Committees to the Board on
February 24, 1959 (Miscellaneous Resolution 3497), further study has been made concerning
the need for a Second Probate Judge, Since it will not be pos sible to submit the question of
a Second Probate Judge to the electors until 1 .9:17,0, your loin Committees recommend that the
needs of the Probate Court can presently be met by the appointment of a Lawyer-Clerk and
stenographic help, The need for these employees has been presented to your Committee by
Probate Judge Arthur E, Moore who advises that additional employees are, required to handle
the egal work concerning adoptions and licensing of marriages and issuing marriage op:...dcation
waivers. The volume of this work has increased greatly so that now there are approximately
300 adoptions per year. The volume of secret marriaflu: Las also increased to a total of
202 for 1958 and the licensing and issuing of orders waiving marriage applications increased
to 165 last year.
In order to properly handle these matters, your joint Committees recommend that the
Probate Judbe be authorized to employ a Lawyer-Cierk and stenographic help for the balance
of the current year,
BE IT RESOLVED as follows:
1. That a sum of not to exceed $10,000 be appropriated from the Salaries Reserve Fund
to pay the salary for the balance of the current year for a Lawyer-Clerk and ste ,w,;;;rcit.:hi c
to be added to the Probate Court,
2, That the classifications and salary rates for such employees be referred to the
Salaries Committee with authority to act,
