ANNUAL REPORT
April 1, 1958 - April 1, 1959
To The Honorable Board of Supervisors:
Your Civil Defense Committee is pleased to present the follow-
ing report covering the period from April 1 9 1958 to March 31 1 1959
of Civil Defense activity in the County other than in cities of
10,000 or more population:
During this period three local Directors resigned, one because
of health and the others because of lack of time. They have been
replaced by persons recommended by their Township Boards.
Congress passed a law effective Aug. 1, 1958 combining the
Federal Civil Defense Administration with the office of Defense
Mobilization. The department is now called the Office of Civil and
Defense Mobilization and is now a part of the Executive Branch of
the Government and directly under the President. Civil Defense was
declared to be "primarily the responsibility of the states and their
political subdivisions." The new law now states that It is the
joint responsibility of federal, state and local governments. It
provides for the authority of Congress to appropriate matching
funds for local Civil Defense personnel and administration. To date
no such funds have been appropriated.
.111:11.Tholgacal Eoutpmwt The Federal Government has supplied
23 high schools in the county with radiological instrument kits for
instruction in the detection and degree of radioactivity caused by
the explosion of nuclear warheads so the people can be warned of
the presence and danger degrees of fallout. It is hoped that this
instruction will be extended to adults enrolled in the Civil Defense
program.
Several thousand booklets and pamphlets covering Civil Defense
subjects and tornado information and safety rules were furnished by
the Federal office through the Michigan Office of Civil Defense and
distributed at meetings and in the different courses of instruction.
School Warning_astem: After more than two years of discus-
sion and proceedings the school radio warning system mentioned in
our last report has been approved for Federal Matching Funds and an
order has been placed with the Motorola Corp., low bidder. The
base station, located in and operated by the Sheriff's Dept., will
be paid for by the Oakland County Office of Civil Defense and the
receiving sets will be paid for by the schools or hospitals purchas-
ing same. We have assurance from the Motorola Corp. that delivery
and installation will start this month, April 1959.
Medical: In addition to the 200 bed Emergency Hospital
equipment loaned to us for training purposes two more are now in
storage at Milford and Lake Orion to be used only in case of
emergency when authorized by the Office of Civil and Defense Mobil-
ization. Due to the large numbers enrolled in the Emergency
Medical classes in the south end of the county a portion of the
training hospital was moved to Hazel Park for the convenience of
those taking training there. The cities of Berkley, Birmingham,
Clawson, Ferndale, Hazel Park, Madison Heights, Oak Park, Pontiac,
Royal Oak, Soot'efie3d and Troy are covering the cost of rent and

the Hazel Park fecliey instead of the Bldg. In Waterfued
Township for the last four lessons of th) ecerse.

communities.
Classes were attended by enrollees -7 -cm 73erkley, Clawson,
Farmington, Farneale, Haz ,1 Park, Huntidgee Wecds, Lake Orion,
Madison Heights, NDV1 03': Park, Poneiec, hoci•ter, Southfield and
Waterford. Due to the h?=xdous conditioe of toads, scheduled
classes had to be re,velip)u which distu/bee our scheduling. 14
lectures and demonstrations were given on the subject "The Disaster
Born Baby" to fire and police departments.
The County Fee-a2th Dett, hosted conferences in September 1958
and March 1959 of medical personnel from Area 5 of the State Civil
Defense organization at which meetings a medical planning organiza-
tion was formed for the area.
Welfare: In June, 1958 the Civil Defense section of the
County Welfare Dept0 conducted an outdoor =poise for mass feeding
under emergency feenditions. Here were constructed different types
of outdoor stoves made of available refuse and mud and fired by the
use of propane gas. In addition to beans, hot dogs and cake a well
accepted soup was prepared from dehydrated foods.
In conjunction with the County Board of Education, an appointed
group of school superintendents from Oakland County, the Detroit
Board of Education, the Detroit Civil Defense Emergency Welfare
Service and County Civil Defense and Welfare Departments prepared
a manual for "Civil Defense Welfare Operltions in Reception Area
Schools" for the Southeastern Michigan Regional Emergency Welfare
Services which has boon approved by the State and Regional Federal
Civil Defense Offices. This is a pilot publication which will
probably be used nationally,
The plan was pit to test November 21st by the dismissal of
students from Green Elementary School and the movement of students
from Scotch Elementary School to Green Elementary, both West Bloom-
field Township. Evacuees were simulated as having come from the
city of Detroit. Representives from the state and national offices
of Civil Defense as well as school people and Civil Defense people
from other counties in the area attended. The exercise was declared
a success and proves that the Manual as written can work.

13 C.D. day meetings conducted - attendance 1345
34 C.D. night meetings conducted - attendance 637
Of the above meetings 8 wore on Saturday, Sunday or holiday.
2583 pieces of mail sent out.
Prepared stencils for the Emergency Medical coursqo .
452,500 sheets of mimeograph paper were used to producb
the texts for the Emergency Medical Course and the Manual for Civil
Defense Welfare Operations in Reception Area Schools.
