Smith IN RE: RESERVING FORMER CCNTAGIOUS HOSPITAL BUILDING FOR COUNTY GOVERNMENTAL PURPC:SES TO: THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Choirman, Ladies and Gentlemen: WHEREAS, your Special Committee appointed to study future use of the former Contagious Hospital building has had under consideration several proposals for the use of the building since the first report made to the Board on October 13, 1958, and WHEREAS, your Committee held o ioint meeting with the Ways and Means Committee on June 17, 1959, at which time it was unanimously agreed l i-hat this building should be retained by the County for governmental uses during the transition pericd ' while the new Court House is Lein.' constructed and offices being moved from the downtown L urt House to the Service Center site, and WHEREAS, it now appears that the work of the Special Committee is completed and the Committee should be discharged; NOW THEREFORE, BE IT RESOLVED that the former Contagious Hospital building at the Service Center be withheld for general County governmental uses as may be needed during the moving of the offices from the downtown Court House to the Service Center. BE IT FURTHER RESOLVED that since the work of the Special Committee is now that the Special Committee be discharged. MR_ CHAIRMAN, on behalf of the Special Committee, and with the concurrence of the Ways and Means Committee, I move the adoption of the f.TreDing resolution. Moved by F. Smith supported by Kephart the resolution be adopted. Mrs. Lewis presented the following report: Moved by Ingraham supported by Swanson the resolution be tabled. (17) A sufficient majority having voted therefor, the resolution was adopted. MR, CHAIRMAN, LADIES & ,,ENTL8MEN: May I speak to this resolution? Your Special Committee, whiO is fr,1_,1 asking for discharge, does 80 on a ;:oltd foundation of long study, investigation and consultation with experts in the whole area of -ntal health and hospital operation. The problem given us, you may recall, was not to find space in this County for the emergency care of the mentally ill, but rather to find the best possible use fvt - a building which was no longer needed for the original purpose. How many of i2R have ever set foot in the old Contagious Hospital? I am sure that the mental iWge of this building in the minds of most people, is that of a fine,modern,fully equipped hospital, most wastefully standing idle. To set 1 .,Irt 1.-ecord straight, the old Contagious Hospital BuildiAg is Not a hospital in the modern sense of the word. NC have four walls and a roof - in a reasonably sound state of repaix with some antiquated plumbing thrown In. The kitchen is far from 4equate there is no hospital equipment other than bed frames - the rooms and wards which once housed up to 85 patients have been down graded by new state regulations so t'-t a maximum of 65 bcds would be the present patient capacity for an ecredited hospital, r,,z very much to start with, is it? I am sure t: t ny of the sincere citi t)s groups who are so indigna over this Co. refusal to recommend se of this building for nta/ hospital purposes are not inf__ r D what we reolly have, a mere shell of a building, not a hospit ,t all. However, your Committee felt this ' _a subject should be thoroughly studied. We were told by experts that aal o facility providing tre.tment for the mentally ill should only be operated in connection with a general hospital. The mentally ill person needs full surgical and medical services as well as the specialized psychiatric c which is being pro Obviously, the county couldn I t jte a full general hospital mad a psychiatric unit -s well, in a limted area of 65 beds with anything like efficiency. Incidentally, on, of the main criticisms leveled at St. Clair Hospital which is currently treating some 23 of our emergency mentally ill cases is that they have no general hospital facilities and can admit no patients needing treatment other than psychiatric. The Col ttee was provided with a study of approxii te costs to convert the building into such a specialized treatment center for the care of the -ntally iii, and this prospectus estimated a budget of $250,000.00 a year for personnel :1 , ,t, exclusive of skilled psychiatrists and other operating costs. This tl,ny stipulated that all wiring and plumbing should be replaced and considerable alteration of solid partitions was reco MI1E nded. The Pontiac Osteopathic Hospital, in offering to rent til4se premises, told us they would spend at least $150,000,00 on the building to e it useful to them. You can easily see where these figures are leading - between four and five hundred Thousand for the first years operation. The Committee, while recognizing The grave need for improved care for the countygs mentally ill, with col l„lete unanimity decided that the old hospit,1 building was no answer to that prnblen. If this County is to assume the housing and care of the mentally then it is my feeling that it should be approached from a new angle. First, the grave responsibility of embarking upon a field of hospital and institutional care in which we have had no experience; Second, the implications of undertaking a service which has always been n obligation of the slate. We should not settle for a poor compromise. I am against any pl, which is less than the best. We feel that the old Contagious building does not offer a real snlution for these reasons 1. Lack of adequate space, 2. Lack of General Hospital f cilit 3. Lack of County funds. I do not need to rem1 ,1 you of the grave ituation which exists in the state and in the county. If nev 'mproved services for the citizens of this county are to be provided, then new and citizen approved tax revenues must be found. Thi, Board of Supervisors, I am sure, is sensitive to the will of the people but it must be the will of all the people. We have certain obligations spelled out by present law to take care of the indigent and the sick. To date the State has reserved the right to itself to provide for the mentally ill. If all citizens would think of themselves as equally citizens of their community, their county, and their State, I am sure there is no problem which cannot be solved. May I remind you that there are other groups of our citizens who are presently receiving little or no spec-led county aid, Dr. Emerson told us there were at least 2000 handicapi,vu persons in our County who would terially benefit from a rehabilitation program. Dr. Monroe has repeatedly p.ntioned the great -fd growing need for improved care and perhaps a specialized housing program for our increasing number of senior citizens - I could go on with ry more - but to return to thi Committees original assignment: "To find the best use for the building on Telegraph Road" - we stand by our decision: To convert it to a limited hospital use would be very c,-stly indeed. The County presently has no funds for such a project. To reserve the :pace ft .r temporary office space during the transition periud,would ccst very Little . no major alterations beyond ordinary repair and some temporary partitions would be required and a tidy sum in rental of outside space would be saved.
