The meeting of the City Board of Canvassers was called to order by City Clerk Gadd at 11:05
A.M.
Present: Chairman Chadwick, Member Ball, Member Felton
Absent: None
Vacant: One
This meeting was called in accordance with the provisions of Public Act 65 of the Second Extra
Session of 1963, which provides for a City Board of Canvassers of four members, and pursuant
to all requirements of said Act to certify votes cast, for the local proposals, in the Special
Election held on August 5, 2003.
The members received the sealed envelopes containing the Statement of Votes and Optical Scan
Tabulator Tapes as submitted by the Election Board.
Optical Scan Tabulator Tapes and Statement of Votes were examined and compared to total
reports.
Motion by Chadwick, seconded by Felton, CARRIED UNANIMOUSLY: To adopt the
following resolution:
WHEREAS, At the Special Election, held in the City of Oak Park, County of Oakland,
Michigan, on August 5, 2003, between the hours of 7:00 o'clock A.M. and 8:00
o'clock P.M., Eastern Daylight Time, the propositions hereinafter set forth were
submitted; and
WHEREAS, Returns from the voting precincts at said election have been filed with the City
Clerk and have been presented to and examined by the Board of Canvassers.
NOW, THEREFORE, BE IT RESOLVED THAT:

The Board of Canvassers hereby determines that the votes cast at the said election held
on August 5, 2003, on the City Proposals were as follows:
BALLOT PROPOSAL No. 2003-01
(Annexation of Lincoln Towers Apartments and Crown Pointe Office
Building)
Shall the following described territory, located in the Charter Township of Royal Oak, Oakland
County, Michigan, be annexed to the home rule City of Oak Park, Oakland County, Michigan, in
accordance with the provisions of MCL 42.34(5) and MCL 42.34(6)?
Part of the Northwest % of the Southwest 1/4 of Section 19, Town 1 North, Range
11 East, Royal Oak Township, Oakland County, Michigan, described as:
Beginning at a point South 89 degrees 35 minutes 46 seconds East, 782.03 feet
from the West 1/4 corner of said Section 19; said point being in the East and West
1/4 section line, and the apparent center line of Lincoln Road (86.00 feet wide);
thence continuing South 89 degrees 35 minutes 46 seconds East along said 1/4
section line and apparent center line of road, 510.09 feet; thence South 00 degrees
51 minutes 25 seconds West, 626.00 feet; thence North 89 degrees 35 minutes 47
seconds West, 500.73 feet; thence due North 626.00 feet to the point of
beginning. Containing 316,379 S.F. or 7.26 acres.
Part of the N.W. 1/4 of the S.W. 1/4 of Section 19, T.1N., R. 11E., Royal Oak Twp.,
Oakland Co., Mich described as beginning at a point on the E. & W. 1/4 line of
said Section 19 said point located S. 89°34'00" E. along said E. & W. 1/4 line
108.00 ft. from the W. 1/4 corner of said Section 19, thence continuing S.
89°34'00" E. 674.03 ft., thence Due South 625.59 ft., thence N. 89°35'47" W.
472.03 ft., thence Due North 112.00 ft., thence N. 89°35'47" W. 250.00 ft. to the
East line of 120 ft. wide Greenfield Road, thence Due North along said East line
456.40 ft., thence N. 45°13'00" E. 34.76 ft., thence N. 89°34'00" W. 9.57 ft.,
thence N. 45°13'00" E., 46.35 ft. to the point of beginning.
VOTES CAST IN FAVOR OF THE PROPOSITION: 1,417
VOTES CAST AGAINST THE PROPOSITION: 880
There being a majority of the qualified electors of the City of Oak Park voting at said election
having voted for the proposition, it is hereby determined that the Proposition passed.

Shall the following described territory, located in the Charter Township of Royal Oak, Oakland
County, Michigan, be annexed to the home rule City of Oak Park, Oakland County, Michigan, in
accordance with the provisions of MCL 42.34(5) and MCL 42.34(6)?
PARCEL 1: Land in the Township of Royal Oak, Oakland County, Michigan, is
described as follows: Lot 9, "Fontaine Gardens" according to the plat thereof as
recorded in liber 92, pages 34 and 35, of Plats, Oakland County Records, except
that part in following described Parcel: Beginning at Southwest Lot corner,
thence North 89 degrees 15 minutes 25 seconds West 32 feet; thence North 120
feet; thence South 89 degrees 15 minutes 25 seconds East, 32 feet; thence South
30 degrees 25 minutes 51 seconds East, 35.03 feet; thence South 01 degrees 23

described as follows: All that part of Lot 19, of "Fontaine Gardens", a Subdivision of
part of the Southwest 1/4 of the Southwest 1/4 of Section 19, Town 1 North, Range 11 East,
Royal Oak Township, Oakland County, Michigan, according to the plat thereof as
