The meeting of th.e City Board of Canvassers was called to order by Chairman Chadwick at 3:00
P.M.

MINUTES OF NOVEMBER 7, 2007
Motion by Ball, seconded by Chadwick, CARRIED UNANIMOUSLY: To approve the minutes
of the November 7, 2007 meeting of the City Board of Canvassers.
CANVASS OF PRIMARY ELECTION OF AUGUST 5, 2008 — BALLOT
PROPOSITIONS
This meeting was called in accordance with the provisions of Public Act 65 of the Second Extra
Session of 1963, which provides for a City Board of Canvassers of four members, and pursuant
to all requirements of said Act to certify votes cast, for local propositions, in the Primary
Election held on August 5, 2008.
The members received the scaled envelopes, containing the Optical Scan Tabulator Tapes, and
statement of write-in votes, as submitted by the Election Board. Each precinct was reviewed and
compared to the EMS Canvass Report by the Canvassing Board. Election results were certified
as follows:
CITY OF OAK PARK BALLOT PROPOSALS NO. 08-01 AND NO. 08-02
Motion by Ball, seconded by Zabitz, CARRIED UNANIMOUSLY: To adopt the following
resolution:
WHEREAS, At the Primary Election, held in the City of Oak Park, County of Oakland,
Michigan, on August 5, 2008 between the hours. of 7:00 o'clock AM and 8:00
o'clock P.M., Eastern Daylight Time, the propositions hereinafter set forth were
submitted; and
WHEREAS, Returns from the voting precincts at said election have been filed with the City
Clerk and have been presented to and examined by the Board of Canvassers.

There being a majority of the qualified electors of the City of Oak Park voting at said
election having voted for the proposition, it is hereby determined that the Proposition
No 08-01 passed.
BALLOT PROPOSAL No. 08-02
Partial Headlee Override Millage Increase Proposition
for Public Safety Purposes
This ballot proposition, if approved, will restore two mills of the City of Oak Park Charter-
authorized millage, which has been reduced by operation of Section 31 of Article IX of the State
Constitution of 1963, the so-called Headlee amendment, to be used for public safety purposes.
The City will be authorized to levy a one (1) mill increase in 2008, and an additional mill in
2009. Revenues from this millage increase will be available only for the purpose of funding
personnel, equipment and operations of the department of Public safety, including but not limited
to paying the costs of employing public safety officers and purchasing police cars and police and
fire equipment.
Shall the City of Oak Park, Oakland County, Michigan, be authorized to
increase its tax levy by two mills on each dollar ($2.00 per S1,000) of the
taxable value of all property in the City, for a period of ten (10) years,
from 2008 through 2017, inclusive, thereby increasing the Charter-
authorized millage in excess of the limit to which it has been reduced by
Section 31 of Article IX of the State Constitution of 1963, all of which tax
revenues will be disbursed to the City of Oak Park and used for the
purpose of funding personnel, equipment and operations of the
Department of Public Safety, including but not limited to paying the costs
of employing public safety officers and purchasing police cars and police
and fire equipment, and paying any and all other costs associated with or
related to such purposes; provided, that the City shall not be authorized to
increase the levy of its Charter-authorized millage by more than one (1)
mill in 2008, and one (1) additional mill in 2009, within the maximum
Millage herein authorized? The initial one mill increase will raise the sum
of approximately $728,574 in 2008, and the additional mill will raise
approximately the same amount in 2009.
VOTES CAST IN FAVOR OF THE PROPOSITION: 1,578
VOTES CAST AGAINST THE PROPOSITION: 1,856

election having voted for the proposition, it is hereby determined that the Proposition
No 2004-02 failed.
