Partial Hendlee Override Hill age Increase Proposition
for Public Safety Purposes
This ballot proposition, if appleved, will authorize the levy of an additional one mill of the City of Oak Park Charter-authoriz.ed
millagc, which has been reduced by operation of Section 31 of Aftiele IX of the State Constitution of 1963, the so-called Headlee
amendment, by re.storing one mill for a period of ten (10) years, from 2011 through 2020, inclusive, Ilt.evermes from this millage
Increase will be available only for the purpose of funding personnel, equipment and operations of the Dcpantnent of Nellie Safety,
including btu not limited to paying the costs of employing public safety officers and purchasing police cars and police and fire
equipment.
Shall the City of Oak Park, Oakland County, Michigan, be authorized to increase its tax levy by One
mill on each dollar ($1.00 per S1,000) of the taxable value of all property in the City, for a period of
ten (10) years., from 2011 through 2020, inclusive, thereby increasing the Charter-authorized millegc
in excess of the limit to which it has been reduced by Section 31 of Article IX of the State
Constitution of 1963, all of which tax revenues will be disbursed to the City of Oak Park and used
for the purpose of funding personnel, equipment and operations of the Deportment of Public Safety,
including but not limited to paying the costs of employing public safety officers and pure/lasing
police cars and police and fire equipment, and paying any and all other costs associated with or
related to such purposes? The one mill increase will raise the sum of approximately S536,494.76 in
2011.
BALLOT PROPOSAL No. 11-02
Library Millage Proposal
This ballot proposition, if approved, will authorize the levy of an additional one-half mill by the City of Oak Park, pursuant to Act 164
of thc Public Acts of Michigan, 1817, as amended, for a period of ten (10) years, from 2011 through 2020, inclusive. Revenues from
th millage increase will be available only for the purpose of providing additional fluids for the public library in the City of Oak Park,
including all library purposes authorized by law,
Shall the constitutional limitation on the MESA amount of iliXes which may be levied against the real
and tangible personal propetty within the City of Oak Park, Oakland County, Michigan, be increased
by one-half mill on each dollar ($0.50 per $1,000) of the taxable value of all property in the City, for
a period of ten (10) years, from 2011 through 2020, inclusive, to provide additional hinds for the
operation of the nubile library in the City ofOak Park in accordance with Section 10a of 1877 PA
164 and for all other library purposes authorized by law, all of which tax revenues will be disbursed,
as required by Act 164, into a library fund that is under the exclusive control Of an independent
public library board/ The one-holf mill increase, if approved and levied, will raise the sum of
approximately $268,242.38 in 2011.
BALLOT PROPOSAL No. 11-03

for Recreation Purposes
This ballot proposition, if approved, will authorize the levy of an additional one-half mill of the City of Oak Park Charter-authorized
mi I lage, which has been reduced by operation of Section 31 of Article IX of the State Constitution of 1963, the so-called Hcatilee
amendment, by restoring oric-half (J /2) mill for a period of ten (10) years, from 2011 through 2020, inclusive. Revenues from this
millage increase will be available only for the purpose of funding personnel, equipment and operations of the Department of
Recreation, including but not limited to paying the costs of youth and adult sports activities, instructional activities, drop-in senior
activities, and special events.
Shall the City of Oak Park, Oakland County, Michigan, be authorized to increase its tax levy by one-
half (112) mill on each dollar ($0.50 per $1,000) of the taxable value of all property in the City, fur
period of ten (70) years, from 2011 through 2020, inclusive, thereby increasing the Charter-
authorized millagc in excess of the limit to which it has been reduced by Section 31 of Article IX of
the State Constitution of 1963, all of which tax revenues will be disbursed to the City of Oak Park
and used for the purpose of funding persermcl, equipment and operations of the Department of
Recreation, including but not limited to paying the costs of youth and adult sports activities.

The meeting of the City Board of Canvassers was called to order by Chairman Chadwick
at 4:00 p.m.
Present: Chairperson Gloria Chadwick, Members Sherry Ball, Marilyn. Cohen,
Barbara Zabitz

MINUTES OF AUGUST 4, 2010
Motion by Ball, seconded by Zabitz, CARRIED UNANIMOUSLY: To approve the
minutes of the August 4, 2010 meeting of the City Board of Canvassers.
CANVASS OF THE SPECIAL ELECTION OF FEBRUARY 22, 2011
This meeting was called in accordance with all requirements of Public Act 65 of the
Second Extra Session of 1963, which provides for a City Board of Canvassers of four
members, and pursuant to the Oak Park City Code.
The purpose of this meeting is to certify the local proposition in the Special Election held
on February 22, 2011.
The Canvassing Board members received the sealed envelopes containing the Poll Books,
or copies of Poll Books, Optical Scan Tabulator Tapes, and canvassing reports as
submitted by the Election Board. Each precinct was reviewed, and results were certified
as follows:

RESOLUTION CERTIFYING ELECTION RESULTS OF FEBRUARY 22, 2011
Motion by Zabita, seconded by Ball, CARRIED UNANIMOUSLY: To adopt the
following resolution:
WHEREAS, At the Special Election, held in the City of Oak Park, County of Oakland,
Michigan, on February 22, 2011, between the hours of 7:00 o'clock a.m. and 8:00
o'clock p.m., Eastern Standard Time, the returns from the voting precincts at said
election were filed with the City Clerk and have been presented to and examined by the
Board of Canvassers of the City of Oak Park, Michigan:
NOW, THEREFORE, BE IT RESOLVED THAT:
The Board of Canvassers of the City of Oak Park, Michigan, hereby determines that the
votes cast at the Special. Election, held on February 22, 2011, are certified as follows:

inclusive. Revenues from this rnillage increase will be available only for the purpose of
funding personnel, equipment and operations of the Department of Public Safety,
including but not limited to paying the costs of employing public safety officers and
purchasing police cars and police and fire equipment.
Shall the City of Oak Park, Oakland County, Michigan, be
authorized to increase its tax levy by one mill on each dollar ($1.00
per $1,000) of the taxable value of all property in the City, for a
period often (10) years, from 2011 through 2020, inclusive,
thereby increasing the Charter-authorized rnillage in excess of the
limit to which it has been reduced by Section 31 of Article IX of
the State Constitution of 1963, all of which tax revenues will be
disbursed to the City of Oak Park and used for the purpose of

by the City of Oak Park, pursuant to Act 164 of the Public Acts of Michigan, 1877, as
amended, for a period of ten (10) years, from 2011 through 2020, inclusive. Revenues
from this millage increase will be available only for the purpose of providing additional
funds for the public library in the City of Oak Park, including all library purposes
authorized by law.
Shall the constitutional limitation on. the total amount of taxes

property within the City of Oak Park, Oakland County, Michigan,
be increased by one-half mill on each dollar ($0.50 per $1,000) of
