Present: Chairman Chadwick, Member Ball, Member Felton, Member Leonard Absent: None Motion by Ball , supported by Ch adwic k ,CARRIED UNANIMOUSLY: To approve the minutes of November 4, 1997 meeting of the City Board of Canvassers. This meeting was called in accordance with the provisions of Public Act 65 of the Second Extra Session of 1963, which provides for a City Board of Canvassers of four members, and pursuant to all requirements of said Act to certify votes cast in the General City Election of the City of Oak Park held on November 2, 1999. The purpose of this election was to elect a Mayor for a two-year term, elect two Council members for four-year terms, and determine the votes cast at said election on the following Proposals: GENERAL OBLIGATION BONDING PROPOSITIONS PROPOSAL A Shall the City of Oak Park, County of Oakland, Michigan, borrow the principal amount of not to exceed Fifteen Million Five Hundred Thousand ($15,500,000) Dollars, and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of paying the costs of constructing a new City Hall and a new Public Safety building in order to facilitate improved public convenience, public safety and public service; repairing the municipal swimming pool; and improving public access for use of City buildings and services, including repairs and improvements necessary to bring City buildings into compliance with federal law, the Americans With Disabilities Act; as well as furnishing, refurnishing, equipping and reequipping such new and remodeled municipal facilities, demolishing existing facilities, as required, and obtaining necessary related site work, together with all necessary and related costs? •• • NOV-08-1999 08:58 CITY OF OAK PARK 810 691 7167 P.02 • PROPOSAL B Shall the City of Oak Park, County of Oakland, Michigan, borrow the principal amount of not to exceed Four Million Thirty-Five Thousand ($4,035,000) Dollars, and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of paying the costs of constructing a new Multipurpose/Recreation Building, constructing additions to and remodeling the Conummity Center, and remodeling the Library; as well as furnishing, refurnishing, equipping and reequipping such new and remodeled municipal facilities, demolishing existing facilities, as necessary, and obtaining necessary related site work, together with all necessary and related costs? PROPOSAL C Shall the City of Oak Park, County of Oakland, Michigan, borrow the principal amount of not to exceed One Million Five Hunched Thousand ($1,500,000) Dollars, and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of paying the costs of renovations and improvements necessary to expand the current 45B District Court facilities in the present City Hall, after construction of a replacement, for improved safety and efficiency and to enable the processing of an increased caseload sufficient to support the Michigan State Police Post located in Oak Park; as well as furnishing, refurnishing, equipping and reequipping such remodeled municipal facility, demolishing portions of the existing facility, and obtaining necessary related site work, together with all necessary and related costs? The members received the sealed envelopes containing the Statement of Votes, Optical Scan Tabulator Tapes and copies of the Poll Books designated for the City Board of Canvassers as submitted by the Election Board. Poll Books were inspected and compared with the Optical Scan Tabular Tapes and Statement of Votes and certified as follows: Total ballots cast were 3,728 constituting 19.24% of the registered voters. Naftaly having received a sufficient number of votes is elected Mayor. Raymond M. Abrams received a sufficient number of votes is elected Council member. Michael M. Seligson having received a sufficient number of votes is elected Council member. Motion by . Ba I 1 , seconded by Felton ,CARRIED UNANIMOUSLY: To adopt the following resolution: WHEREAS, at the General City Election held in the City of Oak Park, County of Oaldand, Michigan, on November 2, 1999, between the hours of 7:00 o'clock A.M. and 8:00 o'clock P.M., Eastern Daylight Time, the proposition hereinafter set forth was submitted; and WHEREAS, returns from the voting precincts at said election have been filed with the City Clerk and have been presented to and examined by the Board of Canvassers. NOW, THEREFORE, BE IT RESOLVED THAT: 1.
