BY: Mr. Levinson
IN RE: CARE FOR MENTALLY RETARDED CHILDREN
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
At the September 19, 1960, meeting of the Board the request of Probate Judge Arthur
E. Wore to have the County provide care for mentally retarded children and, in some cases,
mentally retarded adults who have been committed to institutions for feeble minded but who
cannot be admitted immediately, was referred to your Ways and Means Committee.
Your Committee has considered this request and, since the care of mentally ill persons
is a State responsibility, recommends that the County should take no further action on this
request at this time. Care for a limited number of mentally ill persons, including children,
has been provided by the County pursuant to Miscellaneous Resolutions 3362 and 3507 as
amended by the Board on April 27, 1959. Funds for such emergency care are provided in the
budget.
A special committee of the State Senate is presently studying problems relating to the
housing of mentally ill persons, including housing for emotionally disturbed children. Hearings
of this special committee have recently been held in Pontiac. Officials of the County have
appeared before the committee to present the serious problem facing our Probate Court in
handling these cases after a child has been committed to a State institution and prior to actual
admittance. In many instances there have been long delays because of inadequate facilities
provided by the State. It is expected that this Senate committee will present a report to the
1961 Session of the State Legislature with recommendations to alleviate this situation.
In view of the foregoing, your Committee recommends that no action be taken on the
request of the Probate Judge at this time.
