HomeMy WebLinkAboutResolutions - 1960.09.19 - 19286RESOLUTION September 19, 1960 BY: Mr. IN RE: STUDY OF JUVENILE FACILITIES AND PROGRAMS At the June 27, 1960, meeting of the Board, the recommendation of the Buildings and Grounds Committee for a study of the entire juvenile program, the present use of existing facilities and the need for additional home and classroom facilities for the Juvenile Division was referred to your Ways and Means Committee. This was incorporated in the Annual Report of the Buildings and Grounds Committee and considered as a part of Miscellaneous Resolution 3666. Pursuant to said resolution your Ways and Means Committee authorized such a study by Dr. Louis L. Friedland of Wayne State University and the report was filed with your Committee on July 8, 1960, and later considered by the Ways and Means, Buildings and Grounds, Tuberculosis Sanatorium and Juvenile Committees. The study was mainly concerned with two items: (1) Overcrowded conditions in the school rooms maintained at the Children's Center, and (2) The long-run desirability of maintaining and enlarging the Children's Home facility at the County Service Center site. The report contains four alternative recommendations: Proposition A -- Use of the Contagious Hospital for Classrooms Only. 1. Either the 1st or the 2nd floor could be used removing the school totally from the Children's Home. 2. The space vacated at the Home would then be restored to recreational use, its original purpose, plus providing for some additional housing. Proposition B -- Use of Contagious Hospital for Housing neglected and dependent children plus their school facilities. 1. The building will house 60 youngsters including classrooms for them. 2. Alteration costs would be nominal. Ed 5ar 1 th , Tom Duncan Auditors, Judge Moore, James Hunt Proposition C -- Use of Tuberculosis Sanatorium (Main Bldg. & Nurses Home) for Total Youth Services' Facility. 1. Provides a central site with adequate housing for the foreseeable future. 2. Provides a separate school facility (the Annex) of twelve classrooms plus all necessary administrative quarters. 3. Gives the Youth Facility a setting removed from the traffic flow of the County Service Center. Proposition D -- Build new quarters for a Children's Facility at a site removed from the Courthouse Area at the Service Center. Based on the number of square feet needed and present construction costs, such a facility would cost upwards of a million dollars. These possible solutions to the juvenile problem are now being considered by the Juvenile Committee. Since the recommendations involve possible relocation of the tubercular patients in the former Contagious Hospital, members of the Tuberculosis Sanatorium Committee have also received copies of the report. In order that the Board may have fuller information on the costs involved, your Ways and Means Committee has recommended a further study by Dr. Friedland in conjunction with the Board of Auditors, County Engineer and representatives of the Tuberculosis Sanatorium to determine the cost of remodeling the former Contagious Hospital to be used for a tuberculosis sanatorium and the estimate of cost involved in converting the Tuberculosis Sanatorium for a children's home, and that a study of the emergency needs of the Juvenile Division programs, housing and classroom facilities for the next one to three years be made. It is estimated that the cost of obtaining this additional data will be about $1,300.00. MR. CHAIRMAN, on behalf of the Ways and Means Committee, I move that the foregoing report be received and placed on file and that the sum of $1,300.00 be appropriated from the Contingent Fund and that the Board of Auditors be authorized to employ Dr. Friedland to assist in preparing the report of the cost of the changeover of the Tuberculosis Sanatorium and former Contagious Hospital building for the uses as recommended in his report, and that Dr. Friedland also be employed to make a study with respect to the Juvenile Division programs, David Levinson, Chairman -/ John L. Carey R. C. Cummings Crph C. Holmes Frank J. Vo /Sr . housing and classroom facilities for the next one to three years pending the outcome of long range planning for new facilities.
