September 19, 1960 IN RE: REPORT ON RECOMMENDATIONS OF SPECIAL COUNTY GOVERNMENT STUDY COMMITTEE TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Your Ways and Means Committee respectfully reports to the Board that it has carefully considered the report of the Special County Government Study Committee referred to it pursuant to Miscellaneous Resolution 3614 and herewith reports its findings and recommendations to the Board of Supervisors as follows: 1. That the Ways and Means Committee approves the recommendations made by the Special County Government Study Committee in its report but does not feel that it is practical at this time to incorporate the recommended changes into the organizational set-up of the County in view of the necessary legislative changes needed to implement the plan, the question of the Constitutional Convention which will be submitted to the electors at the November election and the study which is presently being made on County Home Rule by the Special Committee of the Supervisors Inter-County Committee. 2. That a member of the County Board of Auditors be elected at the October Session for a three-year term pursuant to the statute. 3. That the member elected be designated as Chairman of the County Board of Auditors for a period of one year from January 1, 1961 to December 31, 1961. 4. That in the future the Board of Supervisors designate by appointment each year the member of the Board of Auditors who shall serve as Chairman as permitted by the statute. 5. That the Ways and Means Committee is continuing to study the various recommenda- tions made by the Special County Government Study Committee in the report. Copy to Auditors and Legislature Comm. That the Legislative Committee be requested to obtain permissive legislation to allow the Board of Supervisors to carry out the recommendations made in the report. 7. That it is the hope of the Ways and Means Committee that these questions may be resolved by the time the Fall meeting of the Board of Supervisors is held in 1961 so that a definite plan may be evolved to implement the recommendations in the report. MR. CHAIRMAN, on behalf of the Ways and Means Committee, I move that the recommendations made in the foregoing report be adopted by this Board and that the Ways and Means Committee be authorized to continue the study of the various recommendations made by the Special County Government Study Committee in Miscellaneous Resolution 3614.
