HomeMy WebLinkAboutResolutions - 1960.09.19 - 19289RESOLUTION September 19, 1960 BY: Mr, IN RE: BUDGET FOR FISCAL YEAR BEGINNING JANUARY 1, 1961 TO DECEMBER 31, 1961 TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Your Ways and Means Committee herewith presents to this Board the budget for the operation of the County for the fiscal year beginning January 1, 1961 and ending December 31, 1961 and by way of explanation states as follows: The report of the amounts set up by the Salaries Committee, totals of which were supplied to the Ways and Means Committee and which you have received, have been inserted as the recommended amounts in the 1961 budget. It has been the custom of the Ways and Means Committee in the past, in accordance with good budgetary procedure, to place a conservative enough estimate on receipts so that in no case would the estimate be more than was actually received. In the 1961 budget because of the decrease in mil lage it was necessary to bring the receipts closer to 100% of actual amounts collected. While Register of Deeds, Direct Relief and Hospitalization will be less than 1959, the receipts have been increased $211,500.00. The amounts placed after the respective departments in the budget have been arrived at by reference to the budget recommendations of the Board of Auditors, Department Heads and Salaries Committee and consideration has been given to past experience as well as requirements of increase in service during the fiscal year the budget covers. In order to give the Board of Auditors a better budgetary control of purchases of furniture and fixtures for the several county departments, we have deleted from the departmental budgets all amounts for such purposes and placed a single item in the 1961 budget under the heading of "CAPITAL OUTLAY AND IMPROVEMENTS" amounting to $73,773.00 with a detailed sheet to support that amount. As it becomes necessary, in the judgment of the Auditors, to purchase new items of furniture and fixtures, the cost of such articles will be paid from the Cony arY \m,--nd. to Tom Duncan, Ed Smith, Auditors d to Wit herup said appropriation of $73,773,00 and the charge reflected in the expenditures of the affected department or institution, The appropriation for the Oakland Child Guidance Clinic is continued for the year 1961 in order that the Clinic may continue its program and have ample opportunity during the next year to find other sources of revenue in anticipation that the County will not make an appropriation for this purpose in the year 1962. The Committee does not anticipate that there will be sufficient millage in the future to continue an appropriation for the Clinic. In view of the definite State responsibility to carry on this function and the lack of the legal right of the County to continue to make such appropriation, the Committee recommends that appropriations to the Clinic be discontinued beginning with the 1962 budget. Special attention is called to the moderate Contingent Fund of 41/100ths of 1% of the total budget. Careful consideration should be given to any expenditures therefrom during the ensuing year. The Committee recommends the continuation of the policy on anti-nepotism as approved by this Board in 1940 (Miscellaneous Resolution No. 1813) and further recommends that the Board of Auditors be charged with the responsibility of strict enforcement of this policy. In accordance with the long established policy of the Board, the Committee recommends that a close liaison with the administrative offices of the County be continued. We again reiterate the recommendations made in the past years concerning the following policies: We recommend the continuance of the policy to have the Board of Auditors submit quarterly reports to all members of the Board of Supervisors and each Department Head. We recciAmend that the salaries provided for be in lieu of all fees, which fees belong to and are to be credited to the General Fund. Cs-ph C, Holmes MR.
