NOVEMBER 5, 2003
The meeting of the City Board of Canvassers was called to order by City Clerk Gadd at 11:10
A.M.
Present: Chairman Chadwick, Member Ball, Member Felton
Absent: None
Vacant: One
Motion by Ball, seconded by Felton, CARRIED UNANIMOUSLY: To approve the minutes of
the November 7, 2001 meeting of the City Board of Canvassers.
This meeting was called in accordance with the provisions of Public Act 65 of the Second Extra
Session of 1963, which provides for a City Board of Canvassers of four members, and pursuant
to all requirements of said Act to certify votes cast in the General Election held on November 4,
2003.
The purpose of this election was to elect a Mayor for a two-year term, elect two Council
Members for four-year terms, and determine the votes cast at said election on Ballot Proposal
No. 2003-03, (Annexation of Biarritz Club Apartments and Rue Versailles Apartments).
The members received the sealed envelopes containing the Statement of Votes, Optical Scan
Tabulator Tapes and Poll Books as submitted by the Election Board.
Poll Books were inspected and compared with the Optical Scan Tabulator Tapes and Statement
of Votes.
Write-In votes for declared candidate Charles E. Robinson were reviewed.
Results were certified as follows:
Total ballots cast were 3,112 constituting 15.23% of the registered voters.

Candidate results of the General City Election of the City of Oak Park, Michigan, held on
November 4, 2003, were certified by the City of Oak Park Board of Canvassers as follows:
Gerald E. Naftaly having received a sufficient number of votes is elected Mayor.
Michael M. Seligson having received a sufficient number of votes is elected Council
Member.
Kirk K. Yousif having received a sufficient number of votes is elected Council Member.
Motion by Felton, seconded by Chadwick, CARRIED UNANIMOUSLY: To adopt the
following resolution:
WHEREAS, At the General Election, held in the City of Oak Park, County of Oakland,
Michigan, on November 4, 2003, between the hours of 7:00 o'clock A.M. and
8:00 o'clock P.M., Eastern Daylight Time, the proposition hereinafter set forth
was submitted; and
WHEREAS, Returns from the voting precincts at said election have been filed with the City
Clerk and have been presented to and examined by the Board of Canvassers.
NOW, THEREFORE, BE IT RESOLVED THAT:
The Board of Canvassers hereby determines that the votes cast at the said election held
on November 4, 2003, on the City Proposals were as follows:
BALLOT PROPOSAL No. 2003-03
(Annexation of Biarritz Club Apartments and Rue Versailles Apartments)
Shall the following described territory, located in the Charter Township of Royal Oak, Oakland
County, Michigan, be annexed to the home rule City of Oak Park, Oakland County, Michigan, in
accordance with the provisions of MCL 42.34(5) and MCL 42.34(6)?
Land in the Township of Royal Oak, Oakland County, Michigan, described as:
PARCEL I:
Outlots A and B and Lots 1, 2, 15, 16 and that part of Lot 14 described as: Beginning at a point
on the west line of Lot 15, said point being due north 218.99 feet from the southwest comer of
Lot 15; thence along the line common to Lots 14 and 15 due east 28.14 feet; thence north 4
degrees 41 minutes 40 seconds east 98.27 feet and thence north 85 degrees 10 minutes 20
seconds west 20 feet; thence south 4 degrees 41 minutes 4 seconds west along the westerly line
of Lot 15 extended southerly 20.14 feet; thence due west 14.60 feet; thence due south 79.5 feet to

19, located north 80 degrees 7 minutes east 583.5 feet from the southwesterly corner of said
Section thence north 2 degrees 37 minutes west and parallel with the westerly line of said
Section 330 feet to a point; thence north 88 degrees 07 minutes east and parallel with the
southerly line of said Section, 93 feet to a point; thence south 2 degrees 37 minutes east 330 feet
to a point on the southerly line of said Section; thence south 88 degrees 07 minutes west 93 feet
to the point of beginning.
PARCEL III:
Lots 11, 12, 13 and 14, Fontaine Gardens, a Subdivision, as recorded in liber 92, pages 34 and 35
of plats, Oakland County Records, together with that portion of Biarritz Circle as vacated, being
described as: Beginning at the southeast corner of Lot 11, thence along the line of Biarritz Circle
(as platted in liber 92, on pages 34 and 35 of plats) north 81 degrees 32 minutes 10 seconds west
148.89 feet and 448.74 feet along the arc of a curve deflecting to the left, said curve having a
radius of 95.50 feet and whose central angle is 269 degrees 13 minutes 10 seconds to a point of
reverse curve and 57.62 feet along the arc of a curve deflecting to the right, said curve having a
radius of 37.0 feet and whose central angle is 89 degrees 13 minutes 18 seconds to a point of
tangency and south 81 degrees 32 minutes 10 seconds east 16.45 feet to a point of the said line of
Biarritz Circle; thence north 81 degrees 32 minutes 10 seconds west 3.28 feet; thence 103.45 feet

There being a majority of the qualified electors of the City of Oak Park voting at said
election having voted for the proposition, it is hereby determined that the Proposition
passed.
