IN RE- EEDT.T.-.`,L ADVANCES C VIL DEFENSE PROGRAM
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairmen, Ladles and Gentlemen:
HEREAS, federel r .juletions 'elating to eligibility of the county to receive
matching funds for civil defe nse require that such advances be made from the federal
government to the state which in turn makes such funds available to the county, and
WHEREAS, Section 1701.8 of the Federal Regulations relating to matching funds
provides as follows:
Advances of funds may be made to ;totes to be applied to the Federal
share of the cost of State procured items under the conditions set forth
in subparagraph (1), (2). and (2) of this paragraph.
(1) The State law requires funds on deposit, in addition to its own,
available for obligation and eependituras to cover the estimated cost
of equipment.
(2) The State is precluded from expending State funds in excess of the
State's share of the estimated cost of the equipment subiect to reimbursement
by the Federal Government.
(3) Procurement is to be made by a local political subdivision which is
subject to either of the Iwo limitations above.

V..111EREAS, the Michigan office of Civil Defense have advised the Civil Defense
Committee that the foregoing regulation has been interpreted as meaning that regardless
of whether there is a State law covering fu.-1,-;s on deposit that a resolution adopted by the
governing body of the County will effect compliance so that a proper certification may be
made by the State, and
WHEREAS, the Civil DeFerce Co c recommends incorporation of the Federal
Regulations in a resolution of this Board for the purpose of requesting deposit of Civil Defense
matching funds from the Office of Civil and Defense Mo bill za t ion through the State Office.

NOW THERi:F.-T,E, BE IT Rt.:SOLVED by this Board that the Regulations promulgated
by the Federal Government relating to Federal contributions for the Civil Defense Program
are hereby accepted and the Chairman of the County Board of Auditors is hereby authorized
to execute and deliver all required documents to complete applications for Federal matching
funds made for or on behalf of the County of Oakland.
MR, CHAIRtv+AN, on behalf of the Civil Defense Committee, I move the adoption
of the foregoing resolution.
