IN RE: REPORT ON SOLID WASTE STUDY
IMPLEMENTATION OF RECOMMENDATIONS
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
Your Public Works Committee, at its meeting on September 25, 1969,
discussed the matter of the recommendations of the Solid Waste Study, as prepared by
the Consulting Engineers, Jones, Henry & Williams.
In attendance at that meeting to take part in the discussion were the County
Drain Commissioner, Daniel W. Barry, and representatives of his office, Mr. Alexander C.
Perinoff, District #14 Supervisor, and Mr. Peter Cristiano, City Manager of the City of
Southfield.
There was general discussion of methods of disposing of the waste residue into
such forms as building blocks or bricks, once it is determined what method of disposal will
be implemented, either incineration or compaction.
As to the method of disposal commonly called incineration, your Committee
feels at the present time, as a result of examination of plants being operated in several
sections of the country, to be not overly satisfactory. Improvements on incineration are
being made constantly throughout the world, most particularly in Europe. It is the
feeling of your Public Works Committee that no incineration method or technique in
operation today has yet reached a point where we will recommend incineration as our
final method of disposal for Oakland County.
With the contemplated opening in the very near future of the Bald Mountain
sanitary land-fill, we feel that the most pressing need will be met for the next year or
two, which will give your Committee an opportunity to further examine the methods and
techniques being used in other communities and will eventually make a recommendation
as to a more or less permanent solution to our County disposal problems.

Your Committee is presently studying several compaction techniques which
appear to have considerable promise. The compaction method as we understand it at
the present time will principally benefit our County by lengthening the life of our
sanitary land-fills. Several members of this Committee have examined machinery and
equipment used in this operation in other cities and feel that further investigation is
merited.
It is the intent of your Committee that the sanitary land-fill which will be
operated at Bald Mountain will be a model operation and every effort will be made to
eliminate the objections from traffic, odors, and other nuisance factors usually found
in sanitary land-fills.
Your Committee requests that every member of this Board study in depth the
recommendations as contained in the study report to become more knowledgeable of
these matters which will greatly assist your Committee as it also continues consideration
of the recommendations in the report and will repartAw.=4is Board from time to time.
MR. CHAIRMAN, on behalf of the Public Works Committee, I move that the
