Miscellaneous Resolution 4445

IN RE: APPROPRIATION FOR TRANSPORTATION AND
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Administrative Determination by the Bureau of Public Roads under
the Federal Highway Act of 1962 requires 'Memorandums of Understanding" between the
State Highway Department and all governmental agencies with responsibility for
implementation of transportation in urbanized areas as a condition of continued receipt
of Federal Aid Highway Funds after July 1, 1965; and
WHEREAS, the Michigan State Highway Department and the Detroit Metropolitan
Area Regional Planning Commission are undertaking a transportation and land use study
for the six-county Southeastern Michigan Region, which includes Oakland County, in
order to comply with the said Federal Highway Act of 1962; and
WHEREAS, the Michigan State Highway Department has requested the Planning
Commission, Road Commission and Board of Supervisors to enter into such a Memorandum
of Understanding; and
WHEREAS, the Oakland County Road Commission and the Oakland County
Planning Commission approved the execution of the then proposed Memorandum of
Understanding; and the Oakland County Board of Supervisors in a meeting held on
April 13, 1965, passed a resolution (Misc. 4422) authorizing the execution of the
Memorandum of Understanding, as above described, between the said Board and said
State Highway Department; and
WHEREAS, the said Memorandum of Understanding was duly executed between the
Oakland County Board of Supervisors and the Michigan State Highway Department; and
WHEREAS, the Transportation and Land Use Study Body sponsored by the said
Metropolitan Area Regional Planning Commission has computed the total study cost on a
per capita basis and has designated the sum of $29,600.00 as Oakland County's share of

such cast of the proposed Comprehensive Transportation and Land Use Study of the six-
county Southeastern Michigan Region to be made in compliance with the said Federal
Highway Act of 1962; and
WHEREAS, the Ways and Means Committee of the Oakland County Board of
Supervisors by resolution passed in a meeting of the Committee held on June 2, 1965,
recommended approval of the payment of the said sum of $29,600.00 to the Transportation
and Land Use Study body for Oakland County's designated share of the above described
study cost involved in the six-county Southeastern Michigan Region, and resolved that a
resolution to that effect be presented at the meeting of the Committee-of-the-Whole in
Detroit, Michigan, on June 10, 1965:
NOW THEREFORE BE IT RESOLVED that the County of Oakland shall participate
in the six-county Southeastern Michigan Region's proposed Comprehensive Transportation
and Land Use Study to be conducted by the Transportation and Land Use Study body
sponsored by the Metropolitan Area Regional Planning Commission.
BE IT FURTHER RESOLVED that when the Oakland County Board of Auditors shall
receive assurance that the other municipal units involved in the above described Transportation
and Land Use Study have agreed to participate in the Study and pay each unit's designated
proportionate share of the costs, then the Board of Auditors shall be authorized to release
a sum not to exceed $29,600.00, less credit for the value of services rendered by the
County, to the Transportation and Land Use Study Body, which sum has been officially
designated as Oakland County's proportionate share of such Study cost.
MR. CHAIRMAN, on behalf of the Ways and Means Committee, I move the adoption
of the foregoing resolution.
