IN RE: COUNTY PARTICIPATION IN STATE TRAINING PROGRAM (Act 239, P.A. 1964)
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Michigan State Legislature in its last Session passed Act No. 239
of the Public Acts of 1964 enabling governmental employers to work with the Michigan
Employment Security Commission in giving work experience to youth of the State
between 16 and 21 years of age and who are high school graduates, or who have dropped
out of school and been out of school six months; and
WHEREAS, the Act provides that the State of Michigan will pay such persons
$10.00 per week and that the local government will pay $10.00 per week for a period
of 26 weeks for a work week not to exceed 40 hours per week; and
WHEREAS, a preliminary survey made by the Personnel Department of the Board
of Auditors indicates that a minimum of 11 persons could be so incorporated in the various
County programs to the mutual advantage of the community, the County and the individual
being trained and that other possibilities for similar appointments are likely to exist for up
to 15 such persons;
NOW THEREFORE BE IT RESOLVED that the County of Oakland participate in
the training of those persons eligible under the above Act.
FURTHER, that this program and the appointment of such persons be under the
general supervision of the Board of Auditors.
FURTHER, that an initial amount of $3,900.00 be appropriated from the 1964
Contingent Fund to cover the first 26-week period for up to 15 persons.

Subject: Additional .ersonnel which ma be hired at a cost of
110.00 per week
I. The State Legislature, in its last session, passed a bill which
enables governmental employers to work with the Michigan Employ-
ment Security Commission in giving work experience to the youth
of the State between 16 and 21 years of age, and who are high
school graduates or who have dropped out of school and been out
of school for six months.
11. The Act provides that the State of Michigan will pay $10.00 per
week toward the training of such people and that the local govern-
ment unit will pay an additional $10.00 per week.
III. The Act provides that the Employment Security Commission arrange
schooling for such people and that the combined work and school
time of the youngster not exceed 40 hours per week.
IV. The terms of such employment and training are 26 weeks in length
and are designed for two purposes:
A. To give the people on-the-job work experience.
B. To encourage them to go back for schooling of some sort.
V. County departments employing such a .person would be under no
obligation to keep the person beyond a 26 week period and the
person would not appear on the department's payroll, as all
payment to the person is made by the Employment Security
Commission. The only record that the department would have
to keep would be a weekly statement of whether the person was
doing satisfactory work or not.
VI.; The Employment Security Commission feels that persons starting
under the program, at the present time, would probably be avail-
able to work for the entire 40 hours of a week as it is too late
to arrange schooling for the first 26 week group.
VII. WHAT THIS MEANS TO A COUNTY DEPARTMENT IS THAT THEY COULD HAVE
. SOME VERY INEXPENSIVE EMPLOYEES AVAILABLE TO DO ROUTINE WORK AS
LONG AS THE EMPLOYEE WAS LEARNING SOME SORT OF NEW SKILLS WHILE

DOING THE WORK. THE DEPARTMENT WOULD ALSO GET A CHANCE TO
OBSERVE A POSSIBLE FUTURE EMPLOYEE AT NO OBLIGATION TO HIRE
HIM.
VIII. At the same time, the County would be participating in a pro-
gram designed to help young people answer the age old question
of how to get some job experience when nobody will hire them
without experience.
IX. The Employment Security Commission assures us that we can go
through a close screening process in the selection of the people
and that the department would have the right to turn down those
who they would feel to be incompatable with their work group.
