HomeMy WebLinkAboutResolutions - 1964.12.15 - 19551Miscellaneous Resolution 4391 December 15, 1964 BY: Mr. Ingraham IN RE: 1965 Legislative Program TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Your Legislative Committee herewith presents its recommendations for the County's 1965 Legislative Program. Each item will be presented separately for your consideration. 1. Amending the Foster Care Acts of 1955, to provide matching funds for all juvenile court administrative costs. At present the County does receive 50% reimburse- ment for money spent on Foster Care only. The Probate-Juvenile Court believes that administrative costs, namely, supervisory and probationary staff, clinical services, and the operating costs of the court should come under the same matching arrangements. This feeling is supported by the Probate Judges Association and a resolution was passed at their recent conference recommending such a change. The revision in the Foster Care Acts would provide considerable additional revenue to Oakland County. MR. CHAIRMAN, I move that Item 1 of the Legislative Program be approved. 2. Proposed legislation to be enacted which would make mandatory immediate acceptance of all delinquent boys and girls committed to the training schools by a Probate Judge or reimburse the county for the full fail)/ rate while such children await acceptance MR. CHAIRMAN, I move that Item 2 of the Legislative Program be approved. 3. Amendment to the Mental Health Act to provide for reimbursement to counties for the interim detaining of mentally ill persons pending admittance to a state institution. MR. CHAIRMAN, I move that Item 3 of the Legislative Program be approved. 4. Amendments to the Drain Code, Act No 40, Public Acts of 1956, as amended, to simplify the petitioning procedure for the construction of branches of drains, to provide that municipal corporations may petition for intra- or inter-county drain cleanouts; and to provide for Drainage Boards to take control of existing streams through proper petition. Also an amendment to the Drain Code to provide that assessments made on account of drainage benefits to county roads be paid out of county road commission funds rather than the county general fund. MR. CHAIRMAN, I move that Item 4 of the Legislative Program be approved. 5. An amendment to place the County Planning Department under the control of the Board of Auditors. MR. CHAIRMAN, I move that Item 5 of the Legislative Program be approved. 6. An amendment to create an Economic Development Department to promote and encourage industry to locate within the county. MR. CHAIRMAN, I move that Item 6 of the Legislative Program be approved. 7. An amendment authorizing School Districts to expend funds toward the cost of safety devices, such as stop lights, traffic signs, etc., on highways. MR. CHAIRMAN, I move that Item 7 of the Legislative Program be approved. 8. An amendment to the State Welfare Act providing that hospitalization costs for afflicted adults be included in the state matching funds. Further, an amendment which would provide that the state would match direct welfare, including administrative and medical care facilities costs, on a 50/50 basis until such time as the county has expended I mill, based on state equalized valuation, and then the state would assume the entire cost of direct relief. MR. CHAIRMAN, I move that Item 8 of the Legislative Program be approved. 9. A new Act to provide that the State, or any of its political subdivisions, acquiring title to real property must notify the assessing officer or record the deed on or before December 31st of the year of acquisition (the purpose being to notify the assessor so the property may be removed from the tax rolls). MR. CHAIRMAN, I move that Item 9 of the Legislative Program be approved. 10. Proposed legislation providing an increase in State appropriations to local health departments. MR. CHAIRMAN, I move that Item 10 of the Legislative Program be approved. 11. An amendment to present statutes providing for an increase in the State subsidy for tuberculosis patients from $4.00 to $6.00 per day with the provision that some subsidy be provided for out-patient care. MR. CHAIRMAN, I move that Item 11 of the Legislative Program be approved. 12. A new Act providing the County of Oakland with the first opportunity to acquire State lands, specifically at Elizabeth Lake Road and Telegraph Road, before said lands are offered at public auction. MR. CHAIRMAN, I move that Item 12 of the Legislative Program be approved. The foregoing represents the 1965 legislative program of Oakland County as formulated to date. There are several other items being considered by your Committee on which additional information is being gathered and at such time as they are finalized these items will be presented separately for Board consideration. Your Legislative Committee wishes to further report that it has reviewed the Wayne County proposed County Home Rule bill and concurs in the recommendation of our Special Home Rule Study Committee that this bill be endorsed and promoted by the Oakland County Board of Supervisors.
