HomeMy WebLinkAboutResolutions - 1965.04.13 - 195854422 Miscellaneous Resolution April 13, 1965 BY: Mr. Levinson IN RE: TRANSPORTATION LAND USE STUDY TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: WHEREAS, the State Highway Department and the Detroit Metropolitan Area Regional Planning Commission are undertaking a transportation and land use study for the six-county Southeastern Michigan region in order to comply with the provisions of the Federal Highway Act of 1962; and WHEREAS, the study has two major purposes: Produce a coordinated plan to guide future land use and the development of a balanced transportation system - including mass transit, highways, rail, water and air facilities - to serve the needs of the 1990 metropolitan region, and 2. Develop a planning process and structure which will assist in the implementation of the plan and continue to make the evaluations, refinements, adjustments and projections necessary to keep the plan current. and WHEREAS, the Federal Highway Act of 1962 and administrative determinations by the Bureau of Public Roads in accordance with the Act require "Memorandums of Understanding" between the State Highway Department and all governmental agencies with responsibility for implementation of transportation plus in urbanized areas as a condition of continued receipt of Federal Aid Highway Funds after July 1, 1965; and WHEREAS, the State Highway Department has requested that the Planning Commission, Road Commission and Board of Supervisors enter into such a Memorandum of Understanding, a copy of which is attached hereto; and WHEREAS, the Oakland County Road Commission and the Oakland County Planning Commission have approved the execution of the proposed Memorandum of Understanding; and WHEREAS, the Ways and Means Committee has considered the request and is of the opinion that the Board of Supervisors should enter into the said proposed Memorandum of Understanding; David Levinson, Chairman Frank Webber - Fred L. Voq:, „Sr. 44422 NOW THEREFORE BE IT RESOLVED that the Chairman and Clerk of the Board of Supervisors be, and the same are, hereby authorized to execute the Memorandum of Understanding between the Michigan State Highway Department and the Oakland County Board of Supervisors. MEMORANDUM OF UNDERSTANDING In furthering the objectives of the Federal-Aid Highway Act of 1962, pertaining to Urban Transportation Planning (Section 134, Chapter 1, Title 23, US Code), which declares it — "to be in the national interest to encourage and promote the development of transportation systems, embracing various modes of transport in a manner that will serve the States and local communities efficiently and effectively," and which authorizes the Secretary of Commerce to "cooperate with the States --- in the development of long-range highway plans and programs which are properly coordinated with plans for improvements in other affected forms of transportation and which are formulated with due consideration to their prob- able effect on the future development of urban areas of more than fifty thousand population" and which requires the Secretary of Commerce to withhold approval under Section 105 of this title of "any program for projects in any urban area of more than fifty thousand population unless he finds that such projects are based on a continuing cOmprehensive transportation planning process carried on co- operatively by States and local communities" and in conformance with this Act, Oakland County Board of the Supervisors and the Michigan State Highway Department, jointly and mutually agree to cooperate in a comprehensive, continuing, transportation planning process for the Six-County Area, made up of Macomb, Oakland, Washtenaw, St. Clair, Monroe and Wayne Counties and the included cities, villages and townships*. More specifically, the transportation planning process shall encompass but not be limited to the following: 1. Development of operational procedures and the administrative organization necessary to provide a sound basis for collecting, analyzing and projecting data needed to develop comprehensive transportation plans. 2. Development of transportation plans compatible with local and state development programs. 3. Informing the decision-making bodies and the general public of significant developments in the comprehensive transportation planning process. * Including the Detroit Urbanized Area as defined by the US Census of Population, 1960 — "United States Summary" -- Series PC (I) Number of Inhabitants 4. Preparation of recommendations for implementing transportation plans, agreeable to the parties concerned. 5. Establishment of the procedures for periodic review and updating of the basic data from which alternative transportation plans are developed as changing conditions dictate. To provide a foundation for the cooperative planning efforts envisaged by this Memorandum of Understanding, the organizational structure, the operational procedures, and the assign- ment of responsibilities to the cooperating agencies for specific phases of the planning pro- gram will be those detailed in, or developed from, the attached "STUDY DESIGN for a Conn - prehensive TRANSPORTATION and LAND USE PROGRAM for the Detroit Region." Parties to this agreement recognize that the comprehensive character of the transporta- tion planning process requires an inventory, analysis and continual updating of the follow- ing basic elements as they pertain to future development activity: 1. Economic Factors 2. Population 3. Land Use 4. Transportation Facilities (including Mass and Rapid Transportation Systems) 5, Travel Patterns 6. Terminal and Transfer Facilities 7, Traffic Control Features 8. Codes, Ordinances 9. Financial Resources 10. Social and Community Value Factors 11.
