IN RE: RESEARCH DEMONSTRATION - LIBRARY SERVICE IN DETROIT
METROPOLITAN AREA
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, Wayne State University, in conjunction with the State Board for
Libraries, has submitted a proposal to the Cooperative Educational Research Agency in
Washington for a three-year research demonstration of library service in the Detroit
Metropolitan Area, the essential purpose of which is to find a new organizational and
financial structure for public library service in a metropolitan region; and
WHEREAS, free services of the Detroit Public Library will be provided to all
citizens in Wayne, Oakland and Macomb Counties during the three-year period; and
WHEREAS in order to devise an equitable formula for spreading the cost of
maintaining research collections in large metropolitan libraries, investigation in depth
must be conducted into cost and use factors; and
WHEREAS, the County Library Board has considered the matter and has recommended,
with the concurrence of the Ways and Means Committee, that the Oakland County Board
of Supervisors cooperate in efforts to provide, on an area basis, the specialized type of
library service which the Detroit Public Library can offer, and to explore a new and
broader financing structure; and
WHEREAS, there will be no cost to the County for the research study;
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Supervisors,
through the County Library Board, hereby indicates its interest in the research demonstra-
tion of library service in the Detroit metropolitan area, to include Wayne, Oakland and
Macomb Counties, and their willingness to work with the agencies involved over the
three-year period to find a new structure of metropolitan library financing.
