HomeMy WebLinkAboutResolutions - 1965.11.09 - 19645November 9, 1965 Miscellaneous Resolution BY: Mr. Mercer IN RE: TRANSMITTAL OF BOARD OF INSTITUTIONS' REPORT TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Pursuant to Miscellaneous Resolution No. 4449, adopted by this Board of Supervisors on June 28, 1965, amending its By-Laws, there was established a "County Institutions Committee" among whose functions it is, upon request, to confer and advise with the Board of Institutions and the officers in charge of the Oakland County Sanatorium and to provide liaison between the Board of County Institutions and the Board of Supervisors. Your Committee has conferred iointly with the Board of Institutions at several meetings and herewith wishes to transmit the following report of the Oakland County Board of Institutions, copies of which were furnished to this Board this morning: "This is a progress report on the conversion of the Medical Care Facility to a certified hospital, now the Oakland County Sanatorium, complying with the Board of Supervisors' Resolution dated April 13, 1965. In order not to burden you with much of the information which led to the final action, your attention is invited to the following background materials: 1. United Community Services of Metropolitan Detroit, "Study on Medical Care in Oakland County", dated November 1963. 2. The Study of the Juvenile Division Facilities and Programs in Oakland County, Michigan, by Louis L. Friedland, Ph, D., Governmental Consultant, Wayne State University, dated July 8, 1960. 3. Space Needs Analysis, The Governmental Agencies of Oakland County, Michigan (1963-1970), by Dr. Louis L. Friedland 4. Report of the Special Committee of the Ways and Means Committee, submitted by Robert Allen, Robert Lilly and George Williams, dated September 30, 1963. 5. Report on Renovation of Tuberculosis Sanatorium, dated October 2, 1964. "Although these reports cover fairly well the idea of merging inpatient medical facilities in the County, they are by no means all that is available on this There are many other reports in the files of the County, dated as far back as September 1945. 'In March 1965, the Board of Supervisors adopted a resolution establishing a Board of Institutions under P.A. 181 of 1962. Oakland was the first county to take action under that Act so this Board had no guide lines and found itself in the position of a 'trail blazer'. By this action it was contemplated that the Board of Institutions would operate both a tuberculosis sanatorium and a medical care facility. Because of the laws concerning medical care facilities, the financial hazards inherent in any attempt to combine these operations under a Board of Institutions was reported several times, but finally to the Board of Supervisors Ways and Means Committee under date of April 8, 1965. In capsule form this indicated a potential loss to the County of approximately $175,000 per year. As many of you will recall, this was weighed against the possibility of having our tuberculosis patients treated outside the county. "On April 13, 1965, in spite of the foreseeable foss of as much as $175,000 per year of Oakland County taxpayers' money, unfavorable publicity, in some instances inspired by emotionalism, influenced the Board of Supervisors against transferring the inpatient tuberculosis program outside the county. The Board elected to convert the Medical Care Facility and to apply for certification as a hospital to treat both non-tuberculosis and tuberculosis patients in the same building. Following this mandate, your Board of institutions proceeded to carry out the dictate of the Board of Supervisors. The Board of Institutions instructed the staff of the newly-created institution to combine the staff of the Tuberculosis Sanatorium and the former Medical Care Facility, and to negotiate with the appropriate state agencies to have the institution certified as a hospital. At about this time the State cut off certain funds previously paid to the Facility, amounting to approxi- mately $2,000 per day. For a time it appeared that we were in danger of never regaining even a part of these funds. However, through the diligent efforts of Mr. MacDonald, Mr. O'Donoghue and Mr. Williams, the State resumed some payments. If certification as a hospital had been denied, none of these funds would have become available. As a result of their efforts, combined with efforts of others of the staff, the institution was certified as a hospital on May 20, 1965, effective May 1, 1965. This provided maximum benefits available to the County under applicable laws. "Merging the staffs of two such dissimilar institutions as the Medical Care Facility and the Tuberculosis Sanatorium in, and of, itself, was an extremely difficult task. It was aggravated by the fact that the combined staffs represented a total of employees far beyond the number necessary to operate the remaining institution. Every attempt was made by the staff, the Board of Auditors, and others to place the excess employees in other County jobs. In fact, it may be said that the merging of the staffs was a much larger job than anyone had thought it would be. The employees and their respective managers are entitled to a lot of credit for handling it so well. Displaced employees who want to return to county employment are still being brought onto the county rolls; as a result, as of today, all but about eight have been rehired. "During the discussion which preceded the merger, few not directly concerned with the problem seemed to be concerned with the fact that 90 aged, physically incapacitated individuals had to be moved out of what they had come E. Relocating these people was a heart-rending task for all who had to carry it out. It was done promptly, cis humanely as possible under the circumstances. "On May 10, 1965, 42 tuberculosis patients were transferred from the Tuberculosis Sanatorium to the Sanatorium, and this phase of the operation was complete. "Renovation of the structure was not complete, however, and is, in fact, still going on. The work is approximately 85 per cent complete, with the sprinkler system, kitchen renovation, and some bathrooms still to be completed. The patient load, as of this date, consists of 82 non-tuberculosis and 63 tuberculosis patients. "In view of the relatively short time which has elapsed (six months) from the date of the charge to the Board of Institutions, it is our feeling that a task, seemingly insurmountable at times, has been creditably accomplished. It is hoped that the Board of Supervisors will recognize and acknowledge the work of the staff people and employees who have worked so conscientiously and untiringly to bring this most difficult task off so successfully " MR.
