TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Edwin C. Sage, Jr. has submitted his resignation after 36 years of service with Oakland County. Mr. Sage was born June 1, 1901, in Pontiac, where he received most of his schooling, and has been a resident of Oakland County all of his life. Ted took up the profession of land surveying and received his certificate as a Registered Land Surveyor February 14, 1926. On June 11, 1927, he married Margaret L. Webster and a son was born to this couple March 7, 1943. Mrs. Sage departed this life July 7, 1965. Ted started working for the Oakland County Drain Commission in November 1925 and continued with the Drain Commission until June 1930 when he left to go with the City of Pontiac. He worked with the City of Pontiac from 1930 until 1934 doing surveying and drawing up assessors' plats. In May 1934 he returned to Oakland County to work for the Treasurer's Office under County Treasurer Charles Sparks. He started the Tax Description Division of the Treasurer's Office and was responsible for setting up the addressograph system for property descriptions, assessment and tax rolls. Through his efforts in supplying more reliable property descriptions, the rejection of taxes, because of faulty descriptions, was reduced from over $100,000 per year down to the present situation involving a rejection of around $1,000 a year. In 1940 he became Chief Deputy Treasurer. In 1951 Mr. Sage was asked to take over the new Equalization Department under the direction of the Equalization Committee. However, due to a breakdown in his health, he was unable to handle the job as director. After his recovery he accepted the position of Statistical Engineer. It was through his direction that the present system was put in use by the Equalization Department for sampling property assessments and determining scientifically the proper equalization for each of the units within the County. This system has received considerable praise from time to time by the Michigan State Tax Commission and is still considered the standard for equalization throughout the State of Michigan. In 1960 Mr. Sage was made Assistant Equalization Director and upon the retirement of William Gra ben di ke in 1963 Mr. Sage became the Director for the Equalization Committee. Under Mr. Sage's direction the department functioned smoothly and efficiently and the equalization reports submitted by the department were accepted without question by the Board of Supervisors and the State Tax Commission. Mr. Sage is an avid deer hunter and fisherman and he expects to get a lot of pleasure out of his retirement. A large part of the Good Government System in Oakland County can be credited to Mr. Edwin C. Sage. NOW THEREFORE BE IT RESOLVED that this Board of Supervisors by this resolution does express our great appreciation and gratitude for his valuable services to the County since 1925; and BE IT FURTHER RESOLVED that a copy of this resolution be presented to Mr. Sage as a token of our appreciation. EQUALIZATION COMMITTEE I 0 Vance C. Fouts, Chairman Harold J. Reme Seeley Tinsman MR. CHAIRMAN, on behalf of the Equalization Committee, I move the adoption of the foregoing resolution. Donald A. Melchert Frank F. Webber
