SPARKS TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Mr. Charles A. Sparks, who served as Oakland County Treasurer for 32 years, passed away on October 22, 1965, at the age of 73 years, and had resided at 7010 Hatchery Road in Drayton Plains. Born August 20, 1892, at Knoxville, Tennessee, Mr. Sparks came to Pontiac in 1915, and worked for a time at the Oakland Motor Car Company, the forerunner of the Pontiac Motor Car Division. He operated a real estate and insurance office in Pontiac for 12 years before he was elected to his first term as treasurer in November of 1932, and campaigned successfully for 15 more two-year terms for the office which he held until the time of his death. An avid sportsman, Mr. Sparks spent his spare time hunting and fishing, and was a past president of the Oakland County Sportsman's Club. He was a past exalted ruler of Pontiac Elks Lodge No. 810, a past president of the Pontiac Exchange Club and the State Association of County Treasurers. He also was a member of the National Association of County Officers and the National Association of County Treasurers and Finance Officers. He is survived by his wife, Beatrice, two daughters, Mrs. Galen Skutt, Los Angeles and Mrs. William Olney, St. Louis, Missouri, six grandchildren and three great-grandchildren. For over 33 years, Charles A. Sparks served his County with dignity and integrity. He manifested his civic pride toward the good of his fellowmen and his passing will be mourned by the multitude of friends who knew him as a dedicated man. /H6rry Wflortori MR.
