(8) Vri=etarv Boar 7 .. County of Oakland / The Secretary of the Board of Public Works made the following report to this Board of Supervisors. All of the areas in the Township of West Bloomfield are in need of facilities for the supply, transportation and distribution of water from the water supply facili- ties of the City of Detroit. The most practical and desirable method of providing such facilities is to establish a county water supply system and develop a master plan and program of financing said system in several stages of construction, The Township Board of the Township of West Bloomfield by resolution adopted on December 1, 1965, has requested the County of Oakland, acting thru its Department of Public Works, to establish, construct and finance a county water supply system with- in said township, pursuant to Act No. 185 of Michigan Public Acts of 1957, as amended, in which resolution said township has indicated a willingness to contract with the County of Oakland relative to the construction and financing of such a system in several stages and the operation thereof by the township as lessee of the County. The establishment of said water supply system will protect the public health and welfare of the citizens of the County of Oakland. The Board of Public Works recommends that a resolution establishing a water supply system to serve all of the areas of the Town- ship of West Bloomfield be adopted by this Board of Supervisors in the form submitted herewith. December 13, 1965 RESOLUTION ESTABLISHING A WATER SUPPLY SYSTEM TO SERVE ALL AREAS IN THE TOWNSHIP OF WEST BLOOMFIELD Mi sc #452.2 The following resolution was offered by and seconded by Mr. Dohany Mr. Re hard BE IT RESOLVED, that the Board of Supervisors of Oakland County, Michigan, does hereby approve t stablishment pursuant to Act No. 185 of the Michigan Public Acts of 1957, as amended, of a water supply system for the supply, transportation and distribution of water in the Township of West Bloomfield, said system to consist of water supply facilities in the township to be -)lanned, con- structed and financed in several stages in accordance with a master plan and program of financing to be developed by the said township and the county and connections to water supply facilitizs of the City of Detroit and a contract with said City for a supply of water; RESOLVED FURTHER, that the Board of Public Works of Oakland County is hereby authorized and directed to develop a master plan and program of financing and to secure plans and specifications and estimates of cost for the first stage of construction of said water supply system; to negotiate contracts with the Town s hip of West Bloomfield in respect to the said water supply facilities and the financing thereof, and in respect to the operation thereof by the township as lessee; to submit such plans, specifications, estimates and contracts to this Board for its approval; and to carry out the terms and provisions of said Act No. 195 applicable thereto; RESOLVED FURTHER, that said water supply system shall be known as the '"West Bloomfield Water Supply System'' and that the area December 1, be attached hereto, to be served thereby shall be known as the "West Bloomfield Water Supply District", and shall consist of all of the territory in the Township of Wet Bloomfield-not incorporated as a city or village; RESOLVED FURTHER, that a certified copy of the resolution of the Township Board of the Township of West Bloomfield, adopted At a regular meeting of the Township Board of the Township of West Bloomfield, Oakland County, Michigan, held in the Town Hall In said township on the 1st day of December, 1965, at o'clock PJC, Eastern Standard Time PRESENT: •Eigpppwwqpaplaga.0.1 ABSENT: The following resolution was offered by and seconded by WHEREAS, the Township of West Bloomfield desires to pro- vide water and water supply services to its residents by the location and construction of supply, transportation and distribution facilities for water to be obtained from the water supply facilities of the City of Detroit at various points in or near the township which water supply services are urgently needed for reasons of public health and which water supply facilities will serve all of the areas in the Township of West Bloomfield; and WHEREAS, it .appears most practical and desirable for the County of Oakland acting through its Department of Public Works under Act 155 of the Public Acts of Michigan of 1957, as amended, to acquire the said water supply facilities as a county water supply system to serve the said areas in the Township of West Bloomfield in several stages of construction and to finance the cost of the same by the issuance of bonds in anticipation of the collection of amounts to become due under contracts between said Oakland County and said township whereby said township will agree to pay the cost of the acquisitionof the several stages of construction of said water supply system and whereby said water supply system will be leased by the county to this township to be used, operated and maintained by said township; THEREFORE, BE IT RESOLVED BY THE TOWNSHIP BOARD OP THE TOWNSHIP OF WEST BLOOMFIELD, OAKLAND COUNTY., MICHIGAN, as follows: 1. That the County of Oakland is hereby requested to establish a county water supply system and to develop wth this township a master plan and program of financing of supply, trans- portation and distribution for water obtained from the City of Detroit to serve all of the areas within the Township of West Bloomfield, based upon a township contract with the City of Detroit for a supply of water, and to finance the location and construction of such water supply system in .several stages of construction, all pursuant to Act 185, Michigan Public Acts of 1957, as amended. 2. That the County of Oakland, acting through its Board of Public Works, and the Township of West Bloomfield shall at the appropriate times hereafter enter into contracts with respect to the payment by this township over a period not exceeding . 40 years, of the cost of the location, construction and financing of the several stages of construction of said water supply system, and with respect to the use, operation and maintenance of said system by this township as the lessee thereof from the county for a period of not exceeding 50 years. 3. That this township hereby agrees to reimPurse the said County of Oakland for all reasonable engineering and adminis- trative costs hereafter actually incurred by its Department of Public Works in connection with the planning, location, construction and financing of any part of said water supply system and the master plan and program in the event that, for reasons beyond the control of said county, the said part of the system or the said plan and program are not completed or paid for or the bonds to finance the same are not sold.
