HomeMy WebLinkAboutResolutions - 1966.02.08 - 19690Miscellaneous Resolution 4526 February 8, 1966 BY: Mr. Ingraham IN RE: REPORT ON REFERRAL LEGISLATIVE ITEMS TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Your Legislative Committee wishes to report its recommendations and action on several referral legislative items as follows: 1. Antrim County Resolution recommending to the State Legislature that a statute be enacted similar to the one now in use in the State of Oregon, to-wit: "The value of any deciduous trees, shrubs, plants or crops, whether annual or perennial, growing upon agricultural land devoted to agricultural purposes, shall be exempt from assessment and taxation and shall not be deemed real property for tax purposes." Your Legislative Committee recommends passage of said legislation. 2. A resolution from Cheboygan County recommending that a State Tax Court of Appeals be established was not concurred in by your Legislative Committee. 3. The Merit System Special Study Committee of this Board has referred a recommendation opposing H.B. 3053. This bill would amend Act 370, P.A. 1941, the Civil Service Law, which now applies only to counties of over one million population. The amendment would reduce the population restriction to 400,000. This is the Wayne County Act which is quite restrictive and highly detailed. It has a number of facets which make it very difficult to administer. Your Legislative Committee concurs and recommends opposition to H. B. 3053. 4. H.B. 3098, which amends the Vehicle Code, Act 300, P.A. 1949, deals with procedures and notices required in handling abandoned vehicles, storage and sale, with the garage keeper to be reimbursed by the county if sale price does not cover his expense. Your Legislative Committee concurred in the resolutions of Grand Traverse and Isabella Counties recommending an additional 50C reimbursement to examining offices on the licensing of drivers. It is noted that letters were received from the Sheriff's Department and the Cities of Pontiac, Birmingham, Ro yal Oak and Ferndale advising that the cost of issuing driver's licenses s greater than the refund received from the State. 6. Resolutions from Cheboygan and Gogebic Counties in regard to the taxation of mineral rights were not supported for reasons that the cost of assessing, levying and collecting such a tax would impose a hardship on local units, the tax would be difficult to collect and prohibitive. 7. Your Legislative Committee reconsidered its previous action and concurred in a resolution from Jackson County opposing any change in the present method of filing automobile liens. Proposed legislation would remove the filing of such liens from the County Register and place such filing solely with the Secretary of State for the State of Michigan. The Oakland County Clerk-Register has advised that a substantial loss of revenue would result to the County if such legislation is enacted. The Legislative Committee also took action to study further and review the problem of dual filing. MR. CHAIRMAN, on behalf of the Legislative Committee of the Oakland County Board of Supervisors, I move the adoption of the foregoing report and the recommendations contained therein.
