HomeMy WebLinkAboutResolutions - 1966.02.08 - 19692Miscellaneous Resolution 4 528 February 8, 1966 BY: Mr. Ingraham IN RE: 1966 County Legislative Program TO THE OAKLAND COUNTY BOARD OF SUPERVISORS Mr. Chairman, Ladies and Gentlemen: Your Legislative Committee, in the past several months, has considered numerous items of legislative interest in formulating the formal County Legislative Program for 1966. Your Committee wishes to report, herewith, its recommendations of the following items to be included in the legislative program: 1. Amendments to Act 185, P.A. 1957, as amended, which would: (a) Permit a County Department of Public Works to operate a refuse disposal system. (b) Permit several municipalities to acquire, operate and finance joint airport facilities through cooperation with the county and would permit operation of such airport facilities by a County Department of Public Works. Amendments to the Aeronautic Code, Act 327, P.A. 1945, the purpose of which is to clarify the financing provisions relating to airfields and the acquisition, maintenance and operation thereof by political subdivisions. 2. Amendments to the Child Abuse Law, Act 98, P.A. 1964, requested by Probate-Juvenile, which would broaden the Act to include reporting of suspected abuse cases by nurses, social workers, and school administrators. The amendments include revisions in the reporting procedure and a provision for prompt investigation of reports. 3. An amendment to Act 181, P.A. 1962, to provide for 36 meetings in one year for the Board of Institutions rather than the present 14. 4. A proposed new Act banning "throw-away beer bottles and throw-away soft drink bottles" as constituting a menace to vehicles and persons on the highways. This request emanated from the Roads and Bridges Committee and the Road Commission. 5. A new Act creating a County Training School for law enforcement officers. This Act would be permissive as to establishment of the school by the county and provide the financing aspects of the Act. (9) Philip E. Rowston Vernon B. Edward S. James Clarkson / / John S. A proposed amendment to Act 54, P.A. 1963, which would permit Community Mental Health Services Boards to contract with institutions, within their budget appro- priations, without coming to the Board of Supervisors for approval. This amendment has the approval of the Corporation Counsel, Ways and Means Committee and the Community Mental Health Services Board. The foregoing eight items, including the D.P.W. requests, are new legislative proposals and will be included with the seven carry-over items approved by this Board on September 20, 1965, pursuant to Resolution #4475, which in its entirety will constitute a 15 point 1966 formal County Legislative Program. MR. CHAIRMAN, on behalf of the Legislative Committee, I move the adoption of the foregoing report and recommendations contained therein, which represents the formal 1966 County Legislative Program. LEGISLATIVE COMMITTEE #4528 Moved by Ingraham supported by Slavens the report be adopted. Moved by Travis supported by Terry the report be amended by omitting Item #4. A sufficient majority not having voted therefor, the motion lost. Discussion followed. Moved by Travis supported by Turner the report be amended by deleting the word "beer" in Item #4 and substituting the word "container" as suggested by Mr. Lessiter. A sufficient majority having voted therefor, the motion carried. Discussion followed relative to Item 1. (b). Mr. Brewer requested that his vote be recorded as "No" on Item 1. (b).
