IN RE: MASS SHELTER AREAS IN COUNTY BUILDINGS
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Federal Government, through the office of the Assistant Deputy
of Defense, has announced plans to provide for the protection of the general public in
the event of a nuclear blast and the radioactive fallout resulting therefrom by a program
for construction of mass shelters, and
WHEREAS, a survey is presently being conducted by the U. S. Corps of Engineers,
with which your Civil Defense office of the County is cooperating, to determine what
existing structures are available for or may be adapted for this purpose, and
WHEREAS, the Department of Defense as well as the Office of Civil Defense has
recommended that all Federal, State and Local public buildings and facilities be provided
with shelter areas for the protection from fallout of governmental personnel and the general
public using such buildings, and
WHEREAS, if the general public and owners of other public and semi-public as well
as private buildings are to be encouraged to provide mass shelter areas, the County should
follow the example and recommendations of the Federal Government, and
WHEREAS, your Civil Defense Committee has previously recommended to this Board
the vital necessity of providing shelter space in the various buildings owned and controlled
by the County, and
WHEREAS, your Committee again at this time recommends the adoption of such a
policy to this Board;

THEREFORE / BE IT RESOLVED that this matter be referred to the Ways and Means
and Buildings and Grounds Committees, as well as the Special County Building Committee,
for study and report back to this Board at a subsequent meeting.
