MISCELLANEOUS RESOLUTION #92276

IN RE: COMPUTER SERVICES/EMERGENCY MEDICAL SERVICES AND EMERGENCY
MANAGEMENT - AUTOMATED SYSTEM FOR EMERGENCY RESPONSE PLANS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Emergency Medical Services (EMS) and Emergency
Management Division is mandated under SARA Title III (Superfund
Amendments and Reauthorization Act) to develop and maintain emergency
response plans for each extremely hazardous substance facility in
Oakland County; and
WHEREAS the EMS and Emergency Management Division has requested a
personal computer, laser printer, and specialized software to automate
the development, maintenance, and retrieval of these plans; and
WHEREAS the initial cost of the hardware and software is $8,705
with an annual operating cost of $2,640 (partially offset by a
reduction in other annual equipment costs of $1,056); and
WHEREAS development and training costs are estimated to be $6,160
which will be provided by Computer Services and does not require
additional funding; and
WHEREAS the total initial project cost of $14,865 will be
recovered within six years through a Federal reimbursement program as
each plan is completed for a total of $20,100 during 1993-1998; and
WHEREAS funding is available in the Designated Fund Balance for
operational improvements; and
WHEREAS this request has been approved by the Computer Users
Advisory Committee.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the automated system for emergency response
plans in the EMS and Emergency Management Division and authorizes the
following amendments to the 1992/1993 Biennial Budget to be funded from
the Designated Fund Balance for operational improvements (account
#1 -10100 -492-040):
