RE: APPROPRIATION - CHILD GUIDANCE CLINIC
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS:
MR, CHAIR MAN, LADIES & GENTLEMEN:
Pursuant to Miscellaneous Resolution 3851 •-s adopted by
this Board on September 18, 1961, your Ways and Means Committee has
received a report from a Special Co , ttee appointed by the Chairman
of the Board to study overall operation and finances of the Oakland
Child Guidance Clinic. Said resolution also set aside the sum of
$32,500.40 for the 1962 budget of the Clinic and serviced notice that
a further recommendation for funds toward the Clinic's 1.962 budget
might be made after the report was received from the Special Committee,,
As reported to the Board at the last meeting, the Special
Cos.ttee filed its final report on December 27, 1961, and this report
has been studied and analyzed by your Ways and Means Committee and the
Board of Auditors since that date.
As a result of such study and following additional meetings
with the officers of the clinic, your Ways and Means haa adopted a
resolution recommending that the sum of $27,000.00 be appropriated
from the contingent fund, which amount, along with the $32,500.90 already
appropriated will make a total clinic budget for the year 1962 in the
amount of $59,500.00.
Your Committee also recommends that the Board of Auditors
be authorized to appoint an employee from the Accounting Department to
act in a liaison capacity between the County and the Director of the
Clinic. This County employee would advise the Clinic as to the various
county procedures, including payroll, personnel, vouchering, budgeting
and preparation of financial reports, but would have no responsibility
as to the Clinic program or any other managerial duties with the Clinic,

It is further recommended that the Legislative Committee
continue to study the various proposals on mental health legislation
before the Michigan State Legislature this year and recommend such
legislation as may improve the overall mental health program within
the State. If new legislation results in a change in the present
handling of community mental health services or programs, it may then
be necessary for the Board to review the County's relationship with
the program of the Child Guidance Clinic,
MR. CHAIRMAN, on behalf of the Ways and Means Committee
I move that:
1. The foregoing reco --ndations be adopted;
2. That the sum of $27,000.00 be appropriated from the
contingent fund and added to the 1 .962 budget of the Oakland Child
Guidance Clinic,

A sufficient majority having voted therefor, the resolution
was adopted.
