HomeMy WebLinkAboutResolutions - 1962.04.16 - 198263945 Miscellaneous Resolution April 16, 1962 BY: Mr. MacDonald IN RE: LEGISLATION FOR COUNTY ROADS To the Oakland County Board of Supervisors Mr. Chairman, Ladies and Gentlemen: At the meeting of the Roads and Bridges Committee on April 13, 1962, a resolution was adopted by unanimous vote of members of the Committee recommending to the Board the sponsorship of legislation to enable the Board of Supervisors, if it so desires, to make appropriations for county local roads as a part of the annual County budget. This resolution was adopted by the Roads and Bridges Committee after it was learned that present State law permits a county tax for roads which, if approved by the Board and included in the Tentative Budget, would earmark these funds in the Final Budget of the county. if such a procedure is followed as required by the present law, the Board would be unable to change or amend the amount of the appropriation in the Final Budget should the county millage be cut by the Allocation Board. This method of earmarking funds, whether it be for road purposes or for any other purpose, is objectionable and sets a bad precedent for appropriation of county funds in the Tentative Budget. Corrective legislation is needed. MR. CHAIRMAN, on behalf of the Roads and Bridges Committee, I move that this matter be referred to the Legislative Committee for study and report back to this Board at a future meeting.
