IN RE: AUTHORIZE HEALTH AND MEDICAL CARE SURVEY
To the Oakland County Board of Supervisors
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, each year the County expends large sums for hospitalization and health
programs of various types, and
WHEREAS, a study is needed of the various hospitalization and health programs to
determine whether these services are being furnished economically and yet consistent with
the type and degree of care required to be given; and
WHEREAS, your Ways and Means Committee has had this matter under consideration
for some time and has reviewed the feasibility of such a study, the costs thereof and the
results which may reasonably be expected therefrom with the United Community Services of
Metropolitan Detroit, which is an agency serving the counties of Wayne, Oakland and
Macomb, having interests in the planning of health and welfare services and supported by
the United Foundation; and
WHEREAS, a survey plan for a proposed Oakland County Health and Medical Care
Survey has been prepared for your Committee, copies of which have previously been
furnished to each member of the Board of Supervisors for consideration; and
WHEREAS, your Ways and Means Committee on June 18, 1962, adopted a unanimous
resolution recommending to the Board that such a study be undertaken at this time;
THEREFORE BE IT RESOLVED that the United Community Services of Metropolitan
Detroit be authorized to proceed with the survey of the County health and medical care
services in accordance with the plan submitted to this Board, copy of which is attached
to this resolution

BE IT FURTHER RESOLVED that a sum not to exceed $15,000 be appropriated from
the Contingent Fund to pay the cost of such a survey.
BE IT FURTHER RESOLVED that the County Board of Auditors be authorized and
directed, with the cooperation of the various other County departments and institutions,
to furnish United Community Services with all of the data, facts and information needed
necessary to
to make such a survey and /Orepare a final survey report to the Board of Supervisors.

HEALTH AND MEDICAL CARE SERVICES SUPPORTED BY TAX FUNDS IN
OAKLAND COUNTY HAVE BEEN CONFRONTED BY NUMEROUS CHANGES IN
RECENT YEARS * AMONG THEM -ARE TREMENDOUS POPULATION GROWTH;
STATE AND .9ERAL'LEGISLATIVE -SYST2MS AND .DEVELOPMENTS; -
INCREASES IN THE COMPLEXITY OF THE -ADMINISTRATIVE ORGANI
ZATION OF HEALTH AND MEDICAL CARE PROGRAMS;' AND RISING COSTS *
UNDER SUCH CONDITIONS, NUMEROUS DIFFICULTIES HAVE DEVELOPED
OVER THE YEARS, WHILE SOME STEPS HATE BEEN TAKEN TO COPE
WITH THESE PROBLEMS, COUNTY .OFFICIALS HAVE COME TO RECOGNIZE .
THAT A PRACTICAL SOLUTION CALLS FOR AN INTEGRATED APPROACH
TO AY INCREASINGLY COMPLEX SITUATION *
AS A RESULT„ BY RESOLUTION DATED APRIL 27, 1.962, THE WAYS
AND MEANS COMMITTEE OF THE OAKLAND COUNTY BOARD OF SUPERVISORS
REQUESTED THE UNITED COMMUNITY SERVICES TO PREPARE A PRE-
LIMINARY STUDY PLAN COVERING THE REVIEW OF THESE HEALTH AND
MEDICAL CARE PROGRAMS, IN THE INTEREST OF GOOD GOVERNUENT AND
THE PERSONS RECEIVING SERVICE THROUGH SUCH PROGRAMS,

OAKLAND COUNTY BOARD OF SUPERVISORS, THE SURVEY
COMMITTEE WILL BE RESPONSIBLE TO UNITED COMMUNITY
SERVICES FOR ALL PHASES OF THE SURVEY, INCLUDING THE
SUBMISSION OF THE FINAL suRvEr REPORT TO THE OAKLAND
COUNTY BOARD OF SUPERVISORS.
3. A QUALIFIED SURVEY DIRECTOR WILL BE APPOINTED BY
UNITED COMMUNITY SERVICES WHO WILL BE RESPONSIBLE
TO THE SURVEY COMMITTEE FOR ME CONDUCT OF THE
SURVEY. CONSULTANTS WILL ALSO BE EMPLOYED FOR
ASSISTANCE WITH SPECIALIZED ASPECTS OF THE SURVEY.
TIME FACTOR v. THE SURVEY CAN BE INITIATED IMMEDIATELY
FOLLOWING THE ACTION TAKEN BY THE OAKLAND COUNTY HOARD
OF SUPERVISORS REQUESTING A SURVEY BASED ON THIS PRELI.-
MINARY PLAN. FAam THIS TIME, IT IS ESTIMATED THAT IT
WILL TAKE FROM 6 TO 9 MONTHS TO ORGANIZE AND OPERATE THE
SURVEY, AND TO PREPARE THE FINAL suRrEy REPORT.
