SUMMARY OF ANNUAL REPORT
In accordance with Rule XVI of the By-Laws the Civil Defense Committee
has caused to be filed with the Board of Auditors copies of the Annual Re-
port of the Civil Defense Department for the period of July 1, 1961, through
June 30, 1962. The period of this report parallels that covered by the Pro-
gram Paper as submitted annually by the Civil Defense Department to the Federal
Government.
As you know, the nuclear age has imposed new and challenging responsi-
bilities upon governmental units and included is the development and support
of a realistic and effective Civil Defense program. In Oakland County much
has been done toward meeting these responsibilities, but much still remains
to be done.
In late 1961 the Federal Government initiated a nation-wide program to
identify, mark and stock suitable shelter space in existing buildings. Your
Civil Defense has cooperated with the U. S. Army Engineers in carrying out
Phase I of this program. Initial results indicate that 51,454 shelter spaces
presently meet the minimum requirements for marking and stocking. Others will
be acceptable with modification. Progress is being made in obtaining permis-
sion from owners of acceptable buildings for their use as shelter areas.
Making effective use of a nation-wide fallout shelter system requires
stepped-up actions in other civil defense programs including warning, radio-
logical monitoring, training and public education.
By Misc. Resolution 3902 this Board authorized the appropriation of $7,500
to cover the cost of adapting and equipping a three-room area in the basement
of the present Civil Defense and juvenile School Building to serve as an Emer-
gency Operating Center when it was not considered feasible to proceed with
construction of this facility at the site originally selected.
This has been accomplished and is now in near operational readiness.
A radiological monitoring capability has now been obtained in the
County with the development by personnel of the Health Department of a
comprehensive training program in this field. The availability of trained
personnel has made it possible for us to obtain from the Federal Government
18 radiological monitoring kits for distribution to fixed monitoring points
throughout the county, This program will be moving forward rapidly in the
year ahead,
During the period of this report, 1846 persons have been trained by
Oakland County in the fields of Medical Emergency, Emergency Hospital,
Welfare Services, Auxiliary Police and Radiological Monitoring, A total
of 7,051 persons have been trained to date in these programs.
A continuing public education program is vital if our citizens are
to understand the problems they would confront in a nuclear disaster. Mem-
bers of the Civil Defense office and related county departments have appeared
before groups in all areas to bring this information to them. Displays and
booths are provided for fairs and public shows and a model fallout shelter
has been constructed and equipped in the basement of the South Oakland County
Office, Thousands of pieces of literature on Civil Defense preparedness were
distributed to our citizens this past year and a monthly newsletter is now
being sent to Civil Defense volunteers, local organizations, and to members
of this Board,
This briefly summarizes the activities of the Civil Defense Department
this past year, With the continued vigorous support of this Board we will
move ahead on the difficult road of protecting our citizens in the event of a
nuclear attack
