BY: Mr. Levinson
IN RE: APPLICATION FOR FEDERAL PUBLIC WORKS PROJECT -- CIVIC AUDITORIUM
TO THE OAKLAND COUNTY BOARD OF SUPERVISORS
Mr. Chairman, Ladies and Gentlemen:
Since the date when the Ways and Means and Buildings and Grounds Committees
first gave consideration to a proposed program of public works projects under the new
federal act (Public Law 87-658), a group of interested citizens have discussed the need
for a civic auditorium which would be available for County-wide use. Included in the
group are representatives of Michigan State University Oakland and many others. They
propose to form an organization to plan and finance the construction of a civic auditorium.
The need for such a facility in the County is well recognized. It is a facility
which would not be financed by the County. However, the Committees believe that the
Board of Supervisors should cooperate with this group of public spirited citizens to help
make this needed facility available. Preliminary plans would provide an auditorium having a
seating capacity of 2500 at an estimated cost of $2,000,000. The auditorium could be
enlarged to 5000 seats as needed.
Consideration has been given to the possibility of securing federal assistance under
the new Public Works Acceleration Act to finance the construction of the auditorium. If
this were to be done, it would be necessary for the County under the Act to take the
initial step in filing the notice of intent to proceed with the federal government, since
the County k the only agency which can make the application on behalf of this group.
Your joint Committees recommend:
1 That the Board authorize the Chairman to file the notice of intent as required,
which will not entail any cost to the County.
2. That the joint Committees make a report back to the Board on this project at a
later date
