855-82 - An Ordinance entitled "An Ordinance to Amend Chapter 2, Article 2, of
the Municipal Code of Pontiac, Michigan, 1974, By Adding A New Division 9 So As to
Establish and Define the Functions and Administrative Structures of the Department of
Public Works and Services was read by the City Clerk and was not adopted due to the lack
of support.
856-82 - An Ordinance entitled "An Ordinance To Amend Article 1 of Chapter 2 of
the Municipal Code of Pontiac, Michigan, 1974, By Adding A New Division 8 To Provide For
An Arts Commission was read.
By Councilperson Willis, supported by Councilperson Allen, Resolved,
that An Ordinance entitled "An Ordinance To Amend Article 1 of Chapter 2 of the Municipal
Code of Pontiac, Michigan, 1974, By Adding A New Division 8 to Provide for An Arts
Commission" be adopted as read.
Ayes: Allen, Elliott, Ferrens, Lawrence, Willis

857-82 - Resolution was read setting a closed meeting with the Department of Law
regarding the 50th District Court Case of Harris v Gottschall et al, No. C 52986.
By Councilperson Elliott, supported by Councilperson Willis, Whereas,
the City Council desires to consult in a closed session with the Department of Law re-
garding trial or settlement strategy in connection with the case of Sarah Harris v
Gottschall, et al, Case No. C-52986, 50th District Court; and
Whereas, the City Council determines that an open meeting would have a
detrimental financial effect on the litigating or settlement position of the City of
Pontiac; and
Whereas, a closed session for such purposes is permitted by Section 8 (e:
of Act No. 267 of the Public Acts of 1976.
Now, Therefore, Be It Resolved, that a closed meeting be held at 5:45
p.m. on December 14, 1982 in the City Council Antechambers with the Department of Law
to discuss the case of Sarah Harris v Nolan Gottschall,
Further Resolved, that case of Frank Todd be added.

of the General Election, held Tuesday, November 2, 1982, in accordance with State

the November 2, 1982 General Election was read and ordered placed on file.

We, the undersigned, constituting a majority of the Board of Canvassers of the City
of Pontiac, Oakland County, Michigan, hereby certify that on Thursday, November 4,
1982, we met and canvassed the returns of the election inspectors for the General
Election held in said City on Tuesday, November 2, 1982, as they related to the
Charter Amendment only, and we do hereby certify that the votes cast at said election
for the said Amendment were as follows:
YES - 6,071 NO - 5,239
We do further certify that a majority of the votes, having been cast supporting the
- adoption of Charter Amendment to Amend Section 4.504 and Section 5.205, it is here-
by determined and declared that said amendment submitted at the election held November
2, 1982, has been adopted by the electors of the city of Pontiac, Michigan.

Bond Issue.
Resolution was read in support of the City of Pontiac School District
By Councilperson Allen, supported by Councilperson Lawrence, Whereas,
the Pontiac City Council believes that an adequately financed school system is vital
to the welfare of the community; and
Whereas, the Pontiac School District has a bond issue before the electors
of the District, who will go to the polls on Tuesday, December 14, to vote on said
issue; and
Whereas, if the bond issue is passed, it will allow the district to
borrow funds to pay back its debt from its building debt fund over a period of three
years, and will relieve the burden on the system's operating fund; and

square to the right of the word "YES"; to vote against a proposition, place a
cross (X) in the square to the right of the word "NO".
Before leaving the booth, fold the ballot so that the face of the ballot is not
exposed and so that the numbered corner is visible.
CHARTER ENDMENT
Statement of Purpose:
"Shall Section 4.504 and Section 5.205 of the Charter of the City
of Pontiac be amended to require firemen to be assigned to actual
duty of emergency medical services on a daily basis, in addition to
firemen assigned to actual duty for fire suppression on a daily basis,
in a total number on each shift which is not less than 1 fireman for
every 2,000 residents of the City, and to authorize annual levy of
an additional tax against property of $2.00 on each $1,000 of as-
sessed valuation to pay part of the costs of such Fire Department
assignments?"
